Panelist Katherine Benally asked, Did the Navajo people give the president the authority to line-item veto conditions of appropriations? A condition of appropriation is specific job or duty that the Navajo Nation Council tells an executive director. Such as, requiring the auditor general of the Navajo Nation to have chapters make their chapters bank accounts viewable by the auditor general. If the auditor general does not perform this duty, the auditor general will have 105 of her salary withheld. Does the president have the authority to line-item veto this condition of appropriation? #RezPrezForum
