Para 3 of the decree fully exempted “landless persons who work on a landowner’s land as peasant or hireling [wage (day)-laborer]” from paying any dues and usury to the landowners and usurers. Para 4 of the decree fully exempted “landless peasants and those owning 10 jerib or less land” who were in debt to one or more persons on basis of mortgage and usury before 1974 from paying any mortgage and usury.
