What happens to the non-refunded terminal fees paid for by OFWs or their employers? MIAA said that they could put up a trust fund and make sure that this fund will only be used to refund said fees. A colleague of mine, Lito Soriano of LBS Recruitment, immediately said that this fund can run up to millions in a matter of months given how an OFW is usually in a rush upon arrival or when departing to return to his or her country of work. Indeed, how can a law bestowing such a huge benefit to OFWs be overturned by a policy issued by MIAA?
