Pardon the language. I like this as a way of thinking about how much trust we should put in a scientific claim. Could the researcher set up an apparatus to transmit a message using the effect theyre investigating? If so, we should probably accept the claim. If not, either the experiment or the effect isnt strong enough that we should put a lot of faith in it. Yes, this means there are some things that we simply cant do very good science on. Im okay with that. I have a skeptical epistemology that prioritizes acceptance of the appropriate bounds of knowledge.
