Part-time M&E Consultant Purpose: CRS/TL seeks an experienced monitoring and evaluation practitioner to serve as the Monitoring, Evaluation, Accountability and Learning (MEAL) part-time consultant for four (4) months to: Assist in developing nutrition M&E system Lead the writing of M&E sections in 2 proposals Assist in the collaboration with GIS strategic partners in developing an integrated M&E and GIS system Conduct data quality assessment of 2 projects Mentor M&E staff in M&E best practices Background CRS is in its 35th year of supporting Timor-Leste. Currently, CRS works with approximately 10 Church partners and national NGOs in the areas of health, agricultural livelihoods, and domestic violence. Funding for CRS projects come from private contributions, government of Australia, USAID, Food Resource Bank and other sources. CRS has 30+ staff with 3 M&E staff in Baucau and 1 M&E staff in Dili. In April 2014, Catholic Relief Services will be conducting an extensive nutrition-sensitive agricultural baseline study in Baucau and Viqueque to lay the ground for a multi-year, integrated nutrition project. In addition, CRS will be developing a robust M&E system in collaboration with our local partners to provide accurate feedback for decision making and determine outcomes and impact of the nutrition-sensitive agricultural project. In the months of June – July 2014, CRS will likely be preparing two proposals in the areas of agricultural livelihoods and justice and peace programming. As part of the proposals, a detailed M&E plans need be developed and should include a logframe, performance measurement indicators, and indicator performance tracking table. As part of our M&E strategy, CRS wishes to better understand our M&E data in terms of spatial relations. Therefore, CRS has developed a strategic alliance with leading GIS (Geographic Information Systems) organizations to integrate GIS into our M&E systems. As part of our internal performance audit, CRS will be conducting two data quality assessments to ensure that 1) indicators were developed to clearly illustrate progress made in accordance with the detailed implementation plan and desired outcomes and impact and 2) data collected is accurate and verifiable. Finally, CRS has existing M&E staff and will continue to being hiring additional M&E staff in the upcoming months. As such, CRS will need to skill-up M&E staff to comply with CRS and international M&E standards. CRS promotes an approach to monitoring and evaluation (M&E) that supports judicious management of resources and appropriate tools to measure progress and results of projects and programs. M&E supports the documentation of accountability and impact and answers questions related to how well a project is working. The overall vision for M&E in CRS, which acts as a directional beacon throughout the agency is that, in a cost-effective manner: · CRS staff have the best access possible to the agency’s institutional knowledge, which is reflected in their decision making. · CRS staff can provide robust and verifiable answers to questions about what the agency is doing, and the outcomes and impact of its operations. Externally: Local partner agencies, GoTL Ministries (Health, Agriculture and Fisheries, State Administration, Social Solidarity), other NGOs, UN agencies, donors and other relevant stakeholders. Qualifications and Skills: Bachelors or Master’s Degree in Statistics, Economics, Development Studies, International Relations or relevant field experience Minimum 5 years of progressive program management/M&E responsibility Significant experience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues) implementing or managing relief or development programs in at least one of the following sectors: agriculture, microfinance, rural development, food security Experience in facilitating the capacity building efforts of diverse colleagues, including those in local partner agencies Proven experience in designing and managing M&E systems, leadership and inter-personal skills and ability to build and motivate diverse and talented teams Strategic vision and capacity to oversee vast and complex systems required Experience with participatory methods and partnerships required Flexibility to work both in a team and independently Ability to travel nationally and internationally as required Proficiency in Microsoft Office suite, (including Word, Excel, Power-point and Outlook) required.
