Bunwaree, Minister of Education and HR, IVTB House, Phoenix. Sir, Re: Participation of ICAC in the transfer exercise. The Primary Schools’ Employees’ Union , (PSEU) appreciates the decision of the authorities to allow the Independent Commission against Corruption, (ICAC) to be present at the transfer committee this year. We believe that this decision has been taken to ensure that transfers are effected strictly in accordance with established criteria and with the view to ensuring that the transfer exercise is conducted in a more democratic and non-partisan manner. Of late there have been too many complaints alleging that transfers have been effected contrarily to official criteria governing the transfer exercise. It also appears that there are more and more teachers who are not satisfied as it is alleged that some people seem to be moving from star to star schools while others are always and regularly posted to distant or marginal schools. The PSEU is of the view that the large majority of teachers in schools today approve the decision to allow ICAC to participate in the exercise. The PSEU has in the recent past submitted a list of teachers who were posted in schools contrarily to established criteria. In our submission, we gave a list of teachers who were sent from star to star schools. According to our sources of information there have also been teachers who did not complete the six year cycle and who were transferred. The union is also informed that some undeserving people who were also posted to star schools could not perform well. Our information indicates that the presence of these people gave rise to protests by parents. Their performance was so unsatisfactory that the ministry had to transfer them only after a few months. Irregularities in the transfer exercise are known to most teachers. There are teachers who complain that they have this year been threatened to submit their pay slips along with their applications for transfer which according to us is against the principle followed to effect transfers. We are informed that one union has officially asked for presentation of pay slips in a communication sent to schools which represents a clear violation of the principle governing the transfer exercise. There are teachers who complain that they are victimized in the transfer exercise because they are considered as opponents of a recognized union and this is common knowledge today among teachers in schools. The PSEU is informed that the decision to allow ICAC to take part in the transfer exercise is not only appreciated but rather applauded by the wide majority of teachers. At the same time, PSEU considers that if the transfer committee is to work in strict compliance with established criteria, there is no need for anybody or any organization to formulate criticisms against the presence of ICAC at the same committee. On the contrary, unions should appreciate the decision as its presence should be perceived as a watchdog in the committee ensuring transparency and openness. Furthermore, PSEU believes that the decision to allow ICAC to be present at the transfer committee is perfectly in line with the legal provisions. To conclude, the PSEU is confident that this year teachers will be more satisfied as it is evident that the presence of ICAC at the transfer committee will give the committee a new lease of life and the possibility to work more effectively and in the interest of all teachers who look to be transferred.
