Why is PDP in a hurry to wield the big stick when it could have gone first to a court of competent jurisdiction to interpret the law? Controlling the State police is not a licence for terrorism. Withdrawing security details in the middle of the night is a signal for disorder. If anything happens to Tambuwwal, it may start what the PDP cant finish.Every Arm of Government derives its responsibilities from the provisions. For example, there are specified punishments for armed robbery. That portion cannot automatically apply itself nor can anybody, even the police, apply it automatically. This is the essence of the Judiciary. The Police is the enforcement arm of the Judiciary after a proclamation has been made judicially. Once the police goes out on such matters to apply a law, it is ultravires and extra judicial. The police can only seek for enforcement through Appellate Authorities. As a pedestrian example, a Nigerian can request for police protection if he or she considers his or her life threatened. The police is obliged to grant the request. In the same manner, a high profile officer of the State such as the Hon Speaker is entitled to Security protection. Even if he refuses, he is supposed to be placed under anonymous security surveillance because any occurring threat to his position is eventually a threat to National Security. The Section of the Constitution which is being bandied should be compulsively read with the section on Immunity. As the Number 4 citizen, he is higher in rank than a State Governor and definitely higher in rank than His colleagues in the House. The Hon Speaker cannot be treated as an ordinary member of the HOR. by virtue of his position. In effect, any issue arising from the conduct of his office must be subjected to a JUDICIAL interpretation before implementation. The action of the Ag IGP is a desecration of the office of the Hon Speaker. It is an act of judicial usurpation and consequently an assault on the office of the CJN . In reality, we must not render the academic contents of the Constitution whenever issues arise. Constitutionalism involves a binary process of having itself enriched by the constant interpretations of its constituents as instigated by ensuing political, economic, socio- cultural and environmental factors. In the case of the defection of a HOR Speaker therefore, no misguided police officer is competent under the law to do a routine withdrawal of his security aides without the pronouncement of an appellate court. Politically; the ruling party must begin to show less impunity and more decorum so that its members can imbibe party and societal discipline. Political maturity entails caution and a studious approach to emerging intra party challenges. Party politics should follow organizational ethics. It is breaching organizational ethics if an action can be automated without the coordinated intervention of the appropriate organs of the party. In other words, however grievous a situation may be, an organ of the party must respond in a decent way. It amounts to motor park diplomacy if anybody can just take a decision in a party like the PDP. We must respect the Constitution and the Judiciary. Tambuwwal was given security details not as a PDP speaker but as a Speaker of the Federation. His defection may be painful but there are laid down procedures for such intra party crisis.
