Peoples Deputy of Ukraine Oksana Bilozir initiated draft law of Ukraine Peoples Deputy of Ukraine Oksana Bilozir submitted to the Verkhovna Rada of Ukraine the draft law On State Support of Ukrainian Community Abroad. The draft law defines legal, organizational, financial, cultural and ethnic relations in the field of state aid for citizens of other countries and stateless persons who have Ukrainian ethnic origin or originating in Ukraine and identify with Ukrainian culture, as well as citizens of Ukraine who reside in other states. That is, the law equal attention as Ukrainian Diaspora and Ukrainian migrant workers. The Bill is designed to fit most successful provisions of similar laws in other countries (Poland, Romania, the Russian Federation). However, the draft law based principles of good neighborliness, respect for the rights and freedoms of national minorities, the priority of international treaties ratified by the Verkhovna Rada of Ukraine, acts of national legislation. Areas of the state policy in support of the Ukrainian community abroad who introduced the Bill: - The preservation and dissemination of national culture and language outside Ukraine; - Promoting political, economic, scientific, technical, scientific and cultural potential of Ukraine and Ukrainian communities abroad; - Creation of favourable conditions for investment Ukrainian community abroad in Ukraines economy; - Providing information support Ukrainian community abroad through diplomatic and public organizations of Ukraine; - Development and implementation of integration Ukrainian community abroad; - Development of network interaction Ukrainian state with members of their communities abroad; - Expanding economic and political rights of the Ukrainian community abroad; - Representatives of Ukrainian community abroad the possibility of studying Ukrainian and foreign languages, familiarity with national culture, customs and traditions; - Education of the members of the Ukrainian community abroad patriotism and moral qualities to support Ukraines national interests, if it does not contradict the legislation of the host country; - Support for international research and cultural centers, which are aimed at promoting Ukrainian culture, social and political activities, etc. abroad; - Involvement of Ukrainian communities abroad in the process of policy making in Ukraine; - To promote the participation of Ukrainian community abroad to the preparation and signing of international treaties of Ukraine with other states participating in the activities of international organizations. The Bill changes the concept conceptual status of foreign Ukrainian (currently this status is declaratory in nature and has only one preference: free multiple-entry visa to visit Ukraine without an invitation valid for 5 years). In particular, the draft law specifies that the status of foreign Ukrainian (person who is a citizen of another country, or a stateless person) guarantees the following rights and opportunities: - To study in educational institutions of Ukraine of any form of property subject to the conditions set by the legislation of Ukraine for citizens of Ukraine; - Use in Ukraine health care under the conditions set by the legislation of Ukraine for citizens of Ukraine; - Free or concessional pass courses in Ukrainian language, literature, history and culture, organized by the central executive authority to ensure implementation of the state policy in the sphere of foreign relations of Ukraine with diplomatic missions of Ukraine abroad; - Acquire ownership of agricultural land in Ukraine in the manner prescribed by law; perform registration in Ukraine entities of private law; - Money transfers to Ukraine in private and other purposes not prohibited by the legislation of Ukraine and the countries of their residence; - To receive financial and material assistance from the state bodies of Ukraine on the use of educational and fiction, print and electronic publications, and other materials in Ukrainian; - To receive financial and material assistance to Ukraine for the construction and renovation in the hotel premises for religious and educational institutions with teaching Ukrainian language, cultural and educational centers; - To receive financial and material assistance to Ukraine for the cultural and religious activities of ethnic Ukrainian, Ukrainian language, cultural organizations of ethnic Ukrainian and other legitimate activities related to the customs and traditions of ethnic Ukrainian; - Participate in solving important issues of social and political participation by public interest associations; - Participate in the drafting of international treaties of Ukraine with other states and other project documents to the international character of the rights and legitimate interests of Ukrainian communities abroad; - To be elected to local government, if staying on the territory of at least two years; - Receive state awards and distinctions for his outstanding service to Ukraine in accordance with the laws of Ukraine. The draft law stipulates that Ukrainian abroad (ie citizens of Ukraine who have been staying abroad) enjoy the following rights and opportunities: - State support in the matter of language learning state of their stay by providing free or concessional visit special courses, schools, training centers, etc.; - State support for use of educational and fiction, print and electronic publications, and other materials in Ukrainian; - The right to associate in communities in the states of their stay to the proceedings of cultural and educational activities, maintenance and distribution of Ukrainian national values, customs and traditions. - May contribute to the diplomatic missions of Ukraine in the countries of their residence offers regarding their policies for them, the rights and freedoms protect the interests of state support. The law provides that proposals Ukrainian abroad made in the order established by this Law, to be considered when discussing the relevant issues in the authorized state bodies of Ukraine and in the preparation of draft laws and other legal acts concerning rights and interests Ukrainian abroad. Draft Law of Ukraine On State Support of Ukrainian Community Abroad is the first system for the Bill aimed at maintaining both the Ukrainian diaspora and the Ukrainian labor migrants.
