Personal improprieties on the part of some of its members may weaken the Senate but will not wreck it. What will wreck the Senate as an institution when it surrenders its constitutional right to investigate in aid of legislation,’’ REYNATO PUNO - former Chief Justice I hope Senate President Franklin Drilon & other senators who are contemplating of disallowing Janet Lim-Napoles to testify in the senate hearing will think twice before proceeding w/ their plan. It is very clear that the senate as an institution must not abdicate its constitutional right to investigate in aid of legislation to any other branches of the government much less to a mere constitutional body like the Office of the Ombudsman.
