Philippine Daily Inquirer Ruby slightly weakens; Signal No. 2 up in 13 areas December 05, 2014 05:10pm MANILA, Philippines - Typhoon Ruby (international name: Hagupit) has slightly weakened on Friday afternoon. As of 3pm, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), said that Rubys maximum sustained winds has weakened to 195 kilometers per hour (kph) from the previous 215 kph. Ruby was last observed 380 kilometers east of Borongan in Eastern Samar, said Department of Science and Technology Secretary Mario Montejo. Although Ruby has weakened, it is still considered a strong typhoon. However, the expected heavy to intense rains it is expected to bring will also be lessened. Signal No. 2 or winds from 60-100 kph in at least 18 hours was raised in the following areas: Albay Sorsogon Ticao Island Masbate Northern Samar Eastern Samar Samar Biliran Leyte Northern Cebu Cebu City Bantayan Island Camotes Island Signal No. 1 or winds of 30-60kph in at least 36 hours is expected in the following areas: Catanduanes Camarines Norte Camarines Sur Burias island Romblon Capiz Iloilo Antique Guimaras Aklan Negros Oriental Negros Occidental Rest of Cebu Siquijor Bohol Surigao del Sur Surigao del Norte Dinagat Island Siargao Island Agusan del Sur Camiguin Island Ruby is expected to make landfall on Eastern Samar on Saturday evening or early Sunday.
