Philipsburg residents: If anyone knows the name of a lady (I have heard her called Betty) that pushes a larger child around in a stroller and has a son almost 5 ish... Please PM me information. The last time I saw her lifting her son by the neck and slapping his face for wanting a drink of her water....I was circling the block to stop and confront her, but another citizen stepped in. Tonight I saw her on front street with the child in the stroller. The child dropped a baby bottle out of the stroller...she picked it up and threw it full force at the childs face, she then proceeded to slap the child in the head and body repeatedly.. When the child started screaming, she took a small quilt and stuck it over the childs head and tucked it into the sides. The child stopped making noise and was still. I had no cell phone on me, and we have no payphones. I called the police immediately upon returning, and they are going to try to locate her and the child. My stomach is so sick :( No child deserves that treatment-ever. If anyone knows who this is- or has seen it themselves- please call the police every time until she is identified
