The evidence at the TURC is that though she got a very generous scholarship to pay for her time at the HTUP she double-dipped. She splashed around up to $80,000 from the slush fund. Im not sure if in 2004 some of her time was paid for by the US taxpayer through the State Department....certainly in previous years that was the case.
