Pinoys complain about English test requirement in Canada By Krystle Alarcon, ABS-CBN Canada Posted at 07/23/2013 6:14 PM | Updated as of 07/23/2013 6:40 PM WHITEHORSE, Yukon - Employers are complaining about English language requirements that foreign workers must pass to gain permanent residency in Canada. In July 2012, Citizenship and Immigration Canada required applicants to the Provincial Nominee Program (PNP) to pass an English language test. Unlike the temporary foreign worker program, employers can nominate workers into permanent residency after their contracts end under the PNP. But small businesses are only feeling the effects of the English language test requirement now. "Yung isang category lang ang maibagsak mo sa IELTS apektado na lahat. You have to retake the exam. Ang laki ng pagbabago. Compared nung previous, walang ganung set up," said Ailene Gayangos, owner of Asian Central Store. Gayangos is having a hard time recruiting a supervisor for her store which sells Asian food. A supervisor, under the nominee program, has to pass a higher score on the English test. "Yung tinitingnan nila yung supervisor na category, mga limitations nun yung education level ba? So mahirap i-catch up sa expectations," she said. But the government argues the English language test was implemented to ensure workers can settle smoothly in Canada. Despite the hassle, employers like Gayangos are not quitting.
