There is a stark contrast between how Payette County P&Z handles applications for conditional use permits from ordinary citizens and how it handles the same kind of applications from the oil & gas industry. For example, P&Z Commissioners recently voiced strong concerns about the possible noise associated with one citizens application to create a dog kennel; meanwhile, no such objections have been raised over the oil & gas industrys application to expand a gas processing facility--which, if expanded, will create much more noise than a dog kennel.
