The Canadian Food Inspection Agency (CFIA) establishes the impo...rt requirements and inspection fees for all animals, including dogs, entering Canada. The Canada Border Services Agency (CBSA) is responsible for administering and enforcing these policies to the extent that they apply at the border. ... Please be advised that the CFIA has recently changed its regulations and the importation of rescued dogs will no longer be permitted after November 1, 2013. Until this date, rescued dogs originating from the United States destined for an animal welfare organization are considered commercial shipments into Canada and must meet all CFIA commercial import requirements to be eligible for entry into Canada. A brief description of the requirements and process followed by the CBSA in regards to the commercial importation of dogs is provided below. Commercial importations of dogs less than eight (8) months of age require a valid import permit issued by the CFIA, a veterinary certificate of health and if over three months (3) of age, a rabies vaccination certificate issued and signed by a licenced veterinarian. These dogs also require CFIA veterinary inspection at the border, which is arranged for in advance by the importer. Commercial importations of dogs eight (8) months of age or older require a valid rabies vaccination certificate issued and signed by a licenced veterinarian. These dogs may be released by the CBSA without CFIA veterinary inspection. In all circumstances, border services officers (BSOs) will refer the dog(s) to the CFIA veterinarian if there are any immediate signs that the animals are sick, injured or in distress.
