Please help this go viral ! Oversights going ignored ? Time for change.. Dear Editor : I write this letter to the 18,000 voters of Schuyler County. I have done some Fact Checking lately and as there is much “Blame” in the media being passed around like candy By – Phil Barnes(R) , Denis Fagan(R) Stewart Field(R) James Howell(R) Barbara Halpin(R) , The facts about the accusers go “unchecked” as well. So instead of trying to put blame on Margeret Starbuck “Treasurer candidate” this year for “alleged” poor performance before 2011 , lets not forget the poor management by the current incumbent legislators passing the “Blame” Around with regards to suggested and requested assistance by the treasurers office and Independent Auditors ,When by fact it is the Legislature themselves along with a budget finance officer (Administrator) who use the smoke and mirrors approach to the blame game by way of audits Which is clearly misleading by the accusers themselves. So Now lets be fair and see who is really to “Blame”. Examples of the Legislators in 2010 Poor management and appropriation of funds needed to assist the Treasurer were numerous. _______________________________________________________________________ Heres one from page 7 & 8 of the 2010 independent Audit : schuylercounty.us/DocumentCenter/View/555 “Stale Dated Checks” Finding: The Legislature must take action and consult with the State of New York to determine proper disposition of unclaimed funds in accordance with State laws. Current Status: No change was noted during our current year audit. This is the legiclaures fault not the treasurers fault ! Current Legislative and Administrative Management in the Treasurers office has been and continues to be Poor stewards of county finances as reported in 2010, 2011, 2012, 2013 . Example , from page 4 of the 2011 Independent Audit. schuylercounty.us/DocumentCenter/View/556 The County administration and the legislative oversight finance committee have taken on the responsibility to review and edit the draft financial statements, disclosures and schedule of federal expenditures. Recommendation: We recommend the County consider providing training in municipal accounting and internal controls for all Treasurer Office personnel or consider hiring an accounting consultant to prepare the County’s financial statements. Current Status: No change noted. So you see its really not the Treasurer who had made the listed mistakes, it was the control by the Administrator and Legislature membership who created the oversights listed here in the 2010,2011,2012,2013 Independent Audits. The legislature does the “Blame” Game while not mentioning it was themselves who created the “Rain Cloud” and now complain as it rains …. Unelect any incumbent legislators running for office this year like in District 6 of Schuyler Gop County as a new face brings new leadership skills to the table that we need so the oversights are no longer ignored.
