It is after all essential to the effective operation of the Council that members and officers work together in going forward. I suggest we arrange a meeting to go through your various points, a large number of which I can answer for you. I can perhaps also recommend some councillor training for you around finances and budgets which may help you going forward with understanding some of the budget related questions. Perhaps you wish to let me know when you have some available time for us to meet. I look forward to hearing from you. I would like to have this put on the next full council meeting. “Last year I raised my concerns about TVA as a member of the Town Council after a number of parents had contacted me with their concerns after the Ofsted report. I feel sorry for the parents and students at TVA and that I am really sorry that I feel that I have let the parents at TVA down by not doing more but I was told my our Mayor Cllr Lesley Rolling that I was not allowed to talk to the press about TVA and to let it drop and Cllr Rolling had put on the council Agenda that your Town Councillors could only speak to the press as town councils if we asked Cllr Rolling first. I believe that Cllr Rolling used her position as Mayor to stop this information coming out so she could keep working at TVA, I hereby call for Cllr Rolling to step down as a Councillor ASAP. I have a letter dated 11/11/13 from Lord Nash Parliamentary Under Secretary of State for Schools to the Directors of E-ACT about TVA. It’s a Per-Warning Notice that E-Act would no longer Run TVA because TVA said that it would get 46% pass but only got 36% pass and more. I am lead to believe that only a few people at TVA know about this letter I believe it was the E-ACT senior management team and only the chair of Governors who got told about it and the rest was kept in the dark about it. I feel it’s time for E-ACT to say sorry to the People of Gainsborough for letting us down and move on and let someone else run the school like the people of Gainsborough taking it on as a free school I would like to Know what you want for your Local school. Lord Nash Parliamentary Under Secretary of State for Schools Sanctuary Buildings Great Smith Street Westminster London SW1P 3BT tel: 0370 000 2288 education.gov.uk/help/contactus The Directors of E-ACT 2-6 Cannon Street London EC4M 6YH 11 November 2013 Dear Sirs, Pre-Warning Notice Letter to the Directors of E-ACT in relation to Trent Valley Academy The Secretary of State is able to issue a Warning Notice to the Directors of the Academy Trust, further to Article 49 of the Articles of Association of the Academy Trust, and if that Warning Notice is not complied with to the Secretary of State’s satisfaction within a reasonable period, then he will be entitled to appoint Additional Directors to the Academy Trust. The purpose of this Pre-Warning Notice Letter is to inform you, as the Directors of the Academy Trust, that the Secretary of State considers that the standards of performance at Trent Valley Academy are unacceptably low. Unless the matters on which our conclusions are based are remedied to the Secretary of State’s satisfaction within a reasonable period, we will move to issue a Warning Notice. The matters on which our conclusions are based are that: The standards of performance of pupils at Trent Valley Academy are unacceptably low: 1. Attainment for pupils in 2012 was 37%; 19 percentage points below the national average and below the minimum floor standard of 40% achieving 5+A*-C GCSEs (or equivalent) including English and maths; 2. Attainment for pupils in 2013 (based on self-reported results) has fallen to 36% and so remains below the minimum floor standard. Results are also some way off the academy’s own predictions of 46%; 3. Not enough pupils make or exceed expected levels of progress, with only 62% making expected levels of progress in English and 49% making expected levels of progress in maths in 2013; 4. The achievement of pupils at the academy was judged to be inadequate by Ofsted in May 2013. In relation to this last point, Ofsted’s inspection of 8 – 9 May 2013 found a number of serious weaknesses: 5. Students do not always receive enough guidance through teachers’ marking on how they can improve their work. 6. New systems to track students’ progress and identify underachievement have yet to have a full impact on their achievement. 7. Attendance, although improving, is below the national average. While I understand that some action is being taken to tackle the weaknesses identified by Ofsted and our Education Adviser, it is clear that plans are at a very early stage and significant issues will remain for the foreseeable future. The Secretary of State and I are therefore satisfied that the standards of performance at the E-ACT Trent Valley Academy are unacceptably low, and are likely to remain low unless the Secretary of State exercises his powers under Article 51. Please would you respond to me within fifteen working days from the date of this letter, copied to Colin Diamond, Deputy Director of the Academies Performance and Brokerage Division for Central, outlining the actions that you will be taking to remedy the matters identified above.” I would like the following Question put on the next full council meeting:- 1. Can you please name the Cllr or Cllr’s who passed on the confidential paper work to the BBC? 2. Can you still be a Cllr if you pass on confidential to a 3rd party? 3. What will happen to them know? 4. Can you please name the town Cllr who posted banned images on a 14 year old facebook page? 5. Can you please state the names of the Cllr’s who have left or not taken up their seat on the Council and which party they are members of for this current council? 6. How much has this cost the council in offices time and money to have them replaced? 7. Why does Cllr Dobbie say on facebook “our Mayors knew what was going on but turn a blind eye to it” about the leaked audit report? 8. Can you please state where the money coming from to pay to replace the bus stops this financial year and next? 9. Why did the offices not tell the full council about the ISS cleaning contract last year? 10. When did they know about it? 11. Did the Mayor know about it and when? 12. Did the chair of Management and Finance committee know about it and when? 13. What is the maximum it could cost the council as we have not been paying for 4 years? 14. Where is the money coming from to pay for it as it’s not on the budget for this year or next? I would like to be put on the agenda about what’s been in the press about GTC. I would like to be put on the agenda about ISS and what it means to the council. I would like to be put on the agenda about the 10% rise in the GTC part of the council tax and why. Motion’s to Full Council :- • I would like to see all the War Graves in Gainsborough to be professionally clean as a mark of respect to our war dead as its 100 years since the start of the first would war. • I would like to see the Cenotaph in Gainsborough to be professionally clean as a mark of respect to our war dead as its 100 years since the start of the first would war. • I would like to see for Remembrance Day service 2 new flag and poles for the Cenotaph in Gainsborough as a mark of respect to our war dead as its 100 years since the start of the first would war. • I would like to see for Remembrance Day 11/11/14 a cross and poppy be placed on all war graves in Gainsborough as a mark of respect to our war dead as its 100 years since the start of the first would war. • I would like to see as a make of respect to our war dead and to all the people from Gainsborough who have served our county as its 100 years since the start of the first would war that an oak tree is planted in one of our parks and to ask the British legion to plant it. • I so move Cllr Robin Perry
