Please tell me that this a joke... a prank... a late April Fools Day gag. Because I cant believe that the Guatemalan Congress would actually pass a Decree denying that genocide happened in Guatemala. And they wouldnt go as far as to imply that those who seek justice for the terrible crimes committed during the armed conflict are provoking polarization, fomenting conditions contrary to peace, and impeding reconciliation. And they definitely wouldnt refuse to recognize the validity of international conventions, statutes, or treaties by claiming that Guatemalan Constitution prevails above any law or treaty. Would they?
