Point of uncontestable fact and truth: In the interim, President Mugabe ruling by decree is officially, legally and constitutionally empowered and mandated to singlehandedly(unilaterally) make new Laws, to change or amend the National Constitution, to dissolve Cabinet, to appoint Cabinet and even to form a new Government without invoking the Presidential Powers(Temporary Measures). And by virtue of that now underway President Mugabe rule by decree by default, President Mugabe can actually officially, legally and constitutionally dissolve Cabinet or even make new Laws without invoking the Presidential Powers(Temporary Measures)Act such that he can actually amend or remove/repeal Section 15 in the 6th Schedule of our new National Constitution which is the last thread by which the MDC formations are now hanging onto in Government following the expiry of Parliament on June 29 2013. President Mugabe ruling by decree can amend, change or remove that Section 15 of the 6th Schedule if he was such a bad person who would do a tit for tat with his opponents in the MDC formations and their foreign backers who are hell bent on throwing the President under the bus in pursuit of their treacherous rebution and treacherous foreign driven regime change. If the MDC formations were the ones granted such a Presidential rule by decree, they would not do the same favour to the President though- the favour they are being done by President Mugabe to keep MDC formations Ministers in Cabinet and by extension Gvnt when he can actually remove them from Cabinet very easily now that he is ruling by decree. Instead, in pursuit of their treacherous retribution agenda, the MDC formations would arrest and send the President to the foreign kangaroo court at the Hague as their record of selling out and snitching fellow Zimbabweans and Zimbabwe at large to foreign entities and foreign sanctions show. Thanx to fate, fate has its own way of making the real and ultimate ruling power elusive to such treacherous entities as the MDC formations whose days in Government are surely numbered as July 31 2013 the day they will be flashed the red card and flushed out of Government directly by the majority of Zimbabweans draws nearer.
