Poor primary education blamed for high failure rate THE DEAN of Education at the University of Namibia says the high failure rate in grades 10 and 12 could be a result of poor primary education, as teachers have poor qualifications that need upgrading while those with better qualifications were deployed to secondary schools. Results for Grade 12 released last week show that about 7 300 full-time candidates qualified for higher education.
