Position Posting The Massachusetts Housing and Shelter Alliance (MHSA.net), a non-profit public policy advocacy organization that serves as the leading voice in the Commonwealth calling for an end to homelessness, is seeking a full-time Program Manager to provide a high level of support for administration of its housing and homelessness programs. Title: Program Manager Position Summary: Provide program development, planning, implementation and oversight for MHSA’s public and privately funded subcontracts and leases, including but not limited DHCD, DPH, VA and McKinney funded programs. Provide operational support to the organization across a variety of capacities as needed and appropriate. Reports To: Vice President Essential Functions: •Responsible for planning, administration and oversight of all MHSA’s contracts, subcontracts, and leases, including the development of program conversion strategies and integrated system modeling. •Maintain regular contact with each program site to assure appropriate utilization of resources. Monitor program performance and compliance with contracts while identifying strategies for improvement of outcomes. •Maintain partnerships with participating agencies in the homeless service, substance abuse services, community-based residences, recovery home, supported and independent permanent housing providers, and all relevant departments of the Commonwealth and Federal government. •Develop program protocols, guidelines, data tracking and evaluation methods. Assure compliance with funders’ regulations and documentation requirements. •Assist in the coordination, planning and implementation of new financing models and cross-sector partnerships, including Pay For Success, Social Innovation Financing, and System Conversion. •Compile monthly, quarterly and annual program data in an accurate and timely fashion; create data reporting templates and tools for provider use. •Conduct quarterly and annual site visits, as appropriate, across the organization’s public intermediary portfolio, and compose written feedback for programs noting compliance-based matters as well as comments/observations on overall program design. •Plan and convene meetings and training sessions with regional partners as needed for ongoing development and operations of programs. •Identify statewide, regional and local resources to support program operations. •Monitor and analyze relevant federal legislation and funding opportunities; develop implementation strategies based on regulatory changes and/or guidance. •Research opportunities for private and corporate support and partnerships, and assist with funding applications. •Coordinate information-sharing, training, and resources with state and federally-funded program staff. •Identify opportunities and challenges within the homeless system and seek proactive strategies to strengthen the continuum of services for homeless individuals in the Commonwealth. •Provider operational support and planning to the organization as a whole, •Train and supervise program assistants, volunteers, and interns. •All other reasonable duties as assigned to support MHSA’s mission and operations. Working Conditions: Must be able to work effectively with multiple partner agencies, state and federal agencies, senior staff. Status: Position is full-time, 40 hours per week, exempt. Requirements: •Bachelor’s degree (may substitute significant relevant experience). •At least 5 years full-time, related experience. •Significant experience with HUD McKinney-funded programs, including compliance monitoring and reporting. •Understanding of homeless services and non-profit, government-funded organizations. •Familiarity with Massachusetts Department of Housing and Community Development and other state government funding requirements. •High level of proficiency in Microsoft Excel, Word, Access and PowerPoint. • Excellent written communication skills, with meticulous attention to detail. • Exceptional organizational skills with ability to handle multiple tasks simultaneously in a hectic environment. • Ability to deal courteously with the public in person, in writing, and on the phone. • Ability to creatively problem solve in a fast-paced environment. • Ability to work independently and in a team environment. Must be able to take initiative, prioritize and complete large volume of detail-oriented tasks quickly and with exceptional accuracy. • Some travel required. Valid driver’s license and good driving record required.
