Pre-Budget State Level Conference – Evening report During the post-lunch session of the conference, Chief Minister Sri N. Chandrababu Naidu has directed the Municipal Administration and Urban Development department to complete construction of toilets in schools and Individual Household Laterines (IHL) by next year. “Every school should have good quality, functional toilets by next June,” the Chief Minister said. He said that Rs15,000 will be given for the construction of toilets in wetlands and Rs12,000 in dry lands. He has asked collectors to create awareness on sanitation and hygiene through a weekly campaign as part of Swachh Andhra Pradesh. “This should also include awareness on the segregation of waste,” he added. Replying to the Chief Minister, Minister P. Narayana said that segregation of waste at source will be carried out across the state in all panchayats from March this year. The Chief Minister suggested collectors to identify growth engines in each district and suggest ways to improve revenue from those sources. This, the Chief Minister said, would give a boost to the state’s economy and strengthen our capacities in various sectors. “I want double-digit growth rate from districts in financial year 2015-16,” he added. To make real-time data on key indicators from every district available, the Chief Minister suggested them to have a “Collector’s Dashboard”. “This will not only gives us accuracy in terms of numbers but also helps us have good database to design our plan of action in improving Human Development Index (HDI),” he added. Stressing on the need to improve health indicators in the state and due to delay in filling vacancies of doctors at government hospitals, the Chief Minister has asked the Chief Secretary to immediately issue orders on hiring doctors on contract basis for all Public Health Centres (PHCs) and Area Hospitals in the state. On land bank availability in districts, the Chief Minister has ordered collectors to inform the infrastructure department about it. “This will help the department allot projects/ townships or investments to districts based on the availability of land,” he added. He added that the government is also exploring the single-desk clearance model for districts. The Chief Minister told that water and water-related activities will be given top priority this year. “Aquaculture, water sports and entertainment activities in coastal districts will be our focus,” he said. Meanwhile, during a discussion on the status of sand mining in the state, the Chief Minister was informed about the discrepancies and challenges in implementing the scheme. He has asked officials to ensure more policing and proper implementation through GPS installation in all vehicles transporting sand. The Chief Minister also asked officials to increase access of the government to other sand reaches. He also asked them to explore the option of mining sand during night. However, he has asked officials to be stringent with sand mafia and curb their activities by either seizing their trucks or by penalizing them with heavy fine. No one can do any kind of illegal business in the state, the Chief Minister said.
