Jay before it starts to receive some of your questions , I want to give a summary of the latest developments on our efforts to address the ongoing crisis in Ukraine . Since the Russian intervention , and we are working to mobilize the international community to condemn this violation of international law and support the people and the Government of Ukraine . I have signed this morning in an executive order that allows for sanctions on individuals and entities responsible for the violation of the sovereignty and integrity of the Ukrainian territory , or who stole the property of the Ukrainian people . Based on my directions , it has imposed a State Department also travel restrictions on certain individuals and officials. These resolutions complement our efforts to impose a cost on Russia and on those responsible for the situation in Crimea. And also gives us the flexibility needed to adjust our response during proceed on the basis of Russias actions . We have taken these steps in close coordination with our European allies . I have talked to many of our friends close all over the world , and I am pleased to be unity and large-scale international task at this moment . I am confident that we are moving forward together , united in our determination to oppose actions which violate international law and to support the Government and the people of Ukraine . The proposed referendum on the future of the Crimea violates the Ukrainian constitution, Ukrainian is also a violation of international law . Any discussion about the future of Ukraine must include the legitimate government in Ukraine . We , in 2014 , has passed the days when the re- demarcation of the border over the heads of the leaders of democratic states . In the course of our taking these steps , I want to be clear that there is also a way to resolve this crisis that respects the interests of the Russian Federation , as well as the interests of the Ukrainian people . Allow the deployment of international observers in all parts of Ukraine , including Crimea, to ensure respect for the rights of all Ukrainians , including those who are descendants of Russian origin .
