Press release MUTEESA I ROYAL UNIVERSITY P.O BOX, 322 MASAKA, TEL: 041 – 571153 “Seeking greater Horizons in thought and Action” OFFICE OF THE ELECTORAL COMMISSION 2014/2015 PROGRAMME OVER VIEW FOR 2014/15 GUILD ELECTIONS. 1 Picking of Nomination 26th -03-2nd April at 12:00pm 2 Sensitization day 1st April 2014 at 11:00pm 3 Nomination day 2nd April 2014 (2:00pm – 05:00pm) 4 General rally 9th April 2014 ((02:00pm – 05:00pm) 5 Polling day 11th April 2014 (08:00am -05:00 pm) NB: 1.On the Nomination day, Guild Presidential Candidates must not come to the Electoral Commission with more than (TEN) 10 supporters whereas guild representatives council candidates not more than four (4) supporters. 1. All candidates are requested to book time for Nomination on the Nomination day to avoid Collision GENERAL ELECTORAL RULES AND REGULATIONS FOR GUILD ELECTIONS 2014/2015 1. All candidates must be fully registered students of Muteesa 1 Royal University thus must attach a copy of a duly stamped and signed registration card by the academic registrar. 2. Any student who has been convicted by the university disciplinary committee for any offence shall not be eligible to stand for elections. 3.Guild presidential candidates must have completed at least two consecutive semesters on normal progress. 4.No finalist shall be eligible to stand for any guild post 5.Each aspirant for presidency must have a maximum of two agents at each polling station. The names of the agents must be known to the returning officer at least one day before the polling day. 6.Nomination forms for presidency and GRC shall be picked and returned to the electoral commission office from 26th march -2nd April 2014 before 10:00 am. Presidential candidates shall be seconded by at least 50 members of the electorate while GRC candidates by at least ten members. 7.Only registered students of Muteesa 1 royal university are eligible to stand to vote and to be voted. 8.Presidential candidates and candidates are required to pay a non-refundable fee of Shs 200’000= and GRC Shs 30’000= respectively. 9. There shall be no voting beyond 05:00 PM except for those voters who will already be in the queue by closure time. 10.All candidates shall not be allowed to withdraw from their candidature to presidency 24 hours or less from elections time. 11.There will be no public campaign after 7:00 pm and on the eve of polling day. 12.There shall be a general assembly on the 9th April 2014 at which duly nominated candidates (presidential and GRCs) shall have an opportunity to address the general assembly. 13.Regional associations are required to bring names of their representatives before 8th April 2014. Representatives are required to bring letter from association heads approved by the constitutional minister. It must be signed by at least 10 registered members of the association accompanied by 5000/= 14.Representatives from council are also required to 3 representatives with letters the chairperson council of chairperson approved by constitutional minister. At least ten association heads must have signed but approved by the constitutional minister. 15.The chairperson of the electoral commission shall announce and cause to be published the results of the elections not later than one hour after receiving the results from all polling stations. We kindly request the entire guild and the administration to cooperate with the electoral commission for a transparency, free and fair 2014/2015 guild elections.
