Process on to complete constitution of BDC: Mir TANGMARG, JULY 06-Describing the holding of Panchayat Elections a biggest achievement of the Coalition Government, Minister for Agriculture, Mr. Ghulam Hassan Mir today said that process is on to complete the constitution of Block Development Councils (BDC) in the State. The Minister said this at a daylong workshop on “Training Need Assessment for Capacity Building of PRI” in Rural Drinking Water Supply by CCDU of J&K State in Association with WEMTEP held at Tangmarg here this morning. The workshop was attended by Panches, Sarpanches, ASHA workers and general masses of the area. The Minister said that the people are reaping the benefits of Panchayats recently setup in the State adding that the Constitution of Block Development Councils would help in empowering the Panchayati Raj Institutions. He said steps are on to hold Block Development Council Elections at the earliest to realize the dream of local governance at the door steps of the people. “I am making all out efforts in the Government for holding these elections at the earliest so that full-fledged Panchayat Raj System would become functional in the State”, he maintained. Mr. Mir stressed upon Panchayat representatives to involve themselves in mobilization programmes launched by the government to bring awareness among masses about various welfare schemes. The Minister said that Panchyati Raj institutions (PRI’s) have greater role to play to disseminate the details of the programmes and projects of the government among the local populace besides informing people about the ill effects of polluted water and significance of safe drinking water through the workshop. He said that it is possible only with the sincere cooperation and coordination of PRI’s with concerned departments and NGO’s to make the programme successful on the ground. Mr Mir said that government during last four years has launched number of people friendly state and centre funded schemes and programmes to strengthen the living standard of people of the state. He asked the PRI’s to monitor these schemes on day to day basis so that people can reap its benefits. The Minister said that there is a need to organize such workshops at Panchayt level to aware the people about water borne diseases and acquaint them how to make your water sources safe for drinking purposes. He said huge funds are available for implementation of this centrally sponsored schemes in rural basins of the state and it is the responsibility of the organizers to launch a massive awareness programme at every nook and corner of the state so that people would avail the safe drinking water facility in different habitations.
