The Program is based in Kabul, with branches in target provinces and districts. The Program seeks to deliver the following results: -- Provincial and district entities increasingly address sources of instability and take measures to respond to people’s development and governance concerns. -- Provincial and district entities understand what organizations and provincial line departments work in their areas, what services they provide, and how the population can access those services. -- Provincial authorities improve their ability to communicate with district entities to help them better understand their population’s needs and prioritize basic service delivery interventions. -- Provincial authorities are able to improve basic service delivery by using GIRoA, Community Development Councils (CDC), District Development Assemblies (DDA) ASOP District Community Councils (DCC), which gain capacity to plan, design, implement and monitor projects, with a focus on labor-intensive projects or productive infrastructure. Job Description Serve as the principle point of contact between the Program Operations Unit in Kabul office and the program’s district and provincial offices. Responsible for the establishment and implementation of a preventative maintenance program for all facilities and equipment. Responsible for ensuring that all work orders for repairs and maintenance in all Program offices are addressed in a timely manner. Responsible for quality control of all maintenance services in office and residential facilities. Manage the facilities staff and ensure they perform to program standards and respond to all operational needs. Work in close collaboration with the Logistics and Inventory Department to maintain an inventory of all assets. Manage the procurement staff and the day today activities of the procurement department to ensure adherence to AECOM purchasing policies Understand and enforce AECOM’s policy of zero tolerance for fraud and corruption in collaboration with the independent Quality Control/Audit Unit. Pro-actively query PROGRAM personnel to identify improvements to office and life support facilities and services. Ensure a timely response to requests for repairs and maintenance within the Kandahar offices and residences and across Program facilities in the provinces and districts. Prepare and submit monthly financial and work completed reports to the Operations Director. Prepare and/or review each purchase order for proper item description and technical references or specifications such as approvals, clearances, etc., and all other necessary data to include quality control and surveillance sufficient to initiate the required purchase. Select a number of qualified suppliers, sufficient for meeting the competition criteria. Prepare the solicitation, including selection/award criteria, and select the contract type. Obtain necessary waivers (e.g., source and origin; competition; and advertising) through the Program Manager and ensure copies are maintained in the files and on the online database (OneSource) Receive proposals/quotations and keep information confidential until authorized to release it. Record all proposals/quotations on the abstract of quotations. Document all negotiations/discussions and phone call related to procurement steps. Conduct price analysis Prior to award, prepare or have prepared a memorandum of price negotiation for the contract file. Assure that funds are available in consultation with the Finance Unit. Evaluate proposals and draft subcontracts for vendors. Obtain consent to subcontract, when required, prior to subcontract award. Notify unsuccessful bidders and debrief them in accordance with FAR 15.506, when requested Establish and maintain a follow-up system of tracking deliver­ies Review invoices for accuracy against the provisions of the subcontract and the delivery or receiving report, and forward them to Accounts Payable for payment. Establish and maintain the master vendors mailing list. Submit subcontract reports as required. Inform subcontractors in writing of remedial actions required concerning delivered products/services not conforming to specified requirements. Administer and modify or terminate subcontracts as necessary. Utilize OneSource procedures as required. Job Requirements At least 5 years experience managing, implementing, and overseeing procurement policies and procedures with at least 2 years working with USAID programs. Bachelors degree in a related field or associate’s degree with at least 7 years procurement experience. Possesses a solid understand of the FAR and AIDAR Prior experience with financial controls preferred. Good command of English. Fluent in Pashto, both verbal and written. Good managerial and organizational skills Minimum of 3 years of experience in the field of operations management of complex projects. USAID experience preferable. Strong managerial skills, ability to multi-task and respond to a multitude of requests within a challenging environment. Computer skills (MS Office – Word and Excel, Internet) is essential Team player, honest, and trustworthy. Able to work under pressure and to work long hours Excellent cross-cultural skills; prior experience working in a multi-cultural environment is an added advantage Prior experience with project closeout and property disposition Residents of Kabul province strongly preferred.
