Professional opportunity: ERIS is looking to recruit an experienced Team Leader to manage theircurrent EU-funded programme in Yemen. The primary role of the Team Leader will be to oversee the work of a small team of international experts and local staff on a range of capacity-building activities, and to manage relationships with key stakeholders. Location: Sanaa, Yemen (with up to 15% of working days from home base) Contract Duration: One year with possible extension Deployment period to Yemen: April 2014 - April 2015 Full Terms of Reference available here. Introduction: Electoral Reform International Services (ERIS) and Democracy Reporting International (DRI) are currently implementing an EU-funded project supporting the Supreme Commission for Elections and Referendum (SCER) to enhance institutional capacities and assist in the areas of electoral administration, communication, and transparency. To assist in the country’s democratic transition, the project also aims at increasing civic awareness about elections by assisting civil society organisations and political parties as they advocate for accountability and reform. ERIS-DRI are now recruiting a Team Leader to oversee the work of a small team of international experts and local staff, and to manage the implementation of project activities. Tasks and Responsibilities: The Team Leader, in close cooperation with ERIS/DRI HQ team, will be required to: Coordinate the work of a small team of long-term and short-term experts to deliver project activities, including monitoring and evaluation of activities, according to an indicative workplan and logical framework. Manage the ERIS-DRI Sana’a office and team, to oversee the financial and administrative management of the project and ensure accurate and timely reports are submitted to HQ Manage relationships and communication with key stakeholders (see the outline of relationships below). Ensure clear and regular communication with HQ, specifically the Project Director in the UK on all issues. Essential Qualifications and Skills: Expert in electoral assistance and project management Degree(s) in Political Science or related fields Minimum of 10 years experience in electoral assistance and/or election observation Demonstrable experience managing projects and teams Excellent written and oral English skills Strong experience of high-level political meetings with a range of interlocutors, including government/state actors, intergovernmental institutions, donors and other domestic and international NGOs. Minimum of 3 years of proven experience in the area of institutional development – related to election management bodies Experience of report writing for intergovernmental institutions Familiar with post-conflict/reconstruction and developing countries Excellent communication and team building skills Demonstrable experience civil society/political party development Ability to work under stress is crucial Desirable Skills and Experience: Spoken fluency in Arabic a strong advantage Prior experience in Yemen or similar environment an asset Secure accommodation and appropriate security detail will be provided by ERIS-DRI.
