Project Officer “Youth Innovation Fund Egypt” Post title: Project Officer. Duration: 2 years (may be extended). Department: Programs Management. Reports to: Managing Director. Supervises: Training Coordinator, 2 Projects Coordinators, and 1 Project Accountant. Working with: Technical Assistance Team (TAT): Training Program Officer, Micro-Finance Officer, Outreach and Replication Officer, Monitoring and Communication Adviser, and other consultants and experts. Application deadline: 21st September 2014. Background: The Youth Innovation Fund is a joint project between Alashanek ya Balady Association for Sustainable Development in Egypt and the Swiss Academy for Development in Switzerland that is aiming at empowering young people to implement their own innovative income-generating projects, with positive social or environmental impact on their local communities. The projects will be implemented in teams and create decent, green jobs by cultivating the technical, business, and interpersonal skills that are required for starting a small green business, and by providing youth with small-scale funding to get their businesses up and running. The purpose of this announcement is to hire a Project Officer who is going to be responsible for the implementation phase of this project in Cairo and El Minya. Duties and Responsibilities: The project officer is accountable to: • Provide the day-to-day management, monitoring and evaluation of project activities as in the agreed project proposal, time plan, budget, and scope. • Elaborate the project activities through developing action plans and ensure its effective implementation, and create synergies and cooperation among various internal stakeholders to increase the impact of the project. • Support the data/information collection process during the project implementation. • Provide regular progress reports based on the established monitoring and evaluation framework to internal and external stakeholders. • Administratively coordinate and supervise coordinators, accountant, trainers, and partners during the project’s implementation. • Recruit consultants – when needed – to assist in business counseling and selection of the winning business plans. • Facilitate the visits and follow up efforts from national and international consultants and partners. • Assess and report the lessons learnt and best practices regarding the relevance, feasibility, effectiveness, efficiency and sustainability of the projects activities. • Provide quality assurance and timely manner implementation throughout the project cycle for the wide range of different types of activities. • Actively participate in creating a project’s stakeholders network that includes experts, youth, funding agencies, and community members. • Ensure smooth communication between all involved project’s stakeholders. • Promote networking and knowledge sharing among various stakeholders. • Monitor and identify project risks and update its status regularly. • Track the project’s milestones, opportunities, and challenges, and report any delays or changes required. • Ensures that the project’s resources are used in a balanced manner that confirms the accomplishment of the objectives and expected results. • Create awareness among targeted communities and beneficiaries regarding the project’s activities and expected results. • Participate in attracting potential youth to the training program and business plan competition. Required Skills and Experience: Education: At least Bachelor university degree in public administration, economics, management. Other candidates and specializations will be also considered based on work experience. Experience: More than 5 years’ work experience in project management and administration, preferably development projects. Language: Proficiency in Arabic and English languages is required. Excellent knowledge of Word, Excel, and PowerPoint, in addition to being able to carry out Internet research and type both Arabic and English, is required. Core and Functional Competence: • Good knowledge of community-based initiatives, economic empowerment and inclusion projects, youth engagement and capacity development programs, technical and financial support of micro and small entrepreneurs. • Excellent interpersonal, communication, critical thinking and analytic skills. • Good managerial and leadership skills. • Excellent work ethics and values. • Proven record of the ability to work in teams, facilitate group work, organize and document collective teamwork. • Ability to organize and complete multiple tasks by establishing priorities. • Ability to handle a large volume of work possibly under time constraints.
