Project Specialist- Service Delivery- Health Taqadum • This long-term position will be embedded in the GO and PC offices in Baghdad. The incumbent will call upon a range of skills, including cultural knowledge, relationship management, capacity building and public relations. Key to the position will be an ability to diplomatically encourage change. Support to governmental counterparts will include ongoing coaching and mentoring, identifying and removing progress barriers, and encouraging regular performance review meetings. The Project Specialist-Service Delivery- Health- will attend GSP trainings and capacity development activities with governmental stakeholders and then support the adoption of lessons disseminated though these events. Each adopted practice and technology will be documented and reporting to the Monitoring & Evaluation unit by the Project Specialist. • Conduct field visits to the health facilities, directorates, Governors’ Offices (GOs) and provincial councils and meet with counterpart staff to augment collected data • In coordination with GSP, Task Force and governorate staff, participate in the development of the detailed gradual decentralization plan with timelines, resources, instructions, and methods (how, what, when, where and how) to guide administrative decentralization of the target health functions to governorate • In cooperation with GSP, Task Force and governorate staff, lead the development of a detailed service improvement plan with timelines, resources, instructions, and methods (who, what, when, where and how) ready for implementation to improve health services that are transitioned to governorate administration in the decentralization plan using relevant best successful international practices and experiences • Develop presentation materials and reports and conduct workshops on opportunities to improve health services based on the GSP work ● Train GSP staff and counterparts on performing assessments, analyses, and developing health service plans and improvement recommendations ● Support and participate in trainings and other GSP activities ● Provide mentorship and coaching to support the adoption of technologies and practices disseminated through GSP activities ● Provide technical assistance in performing assessments and developing mechanisms for evaluation and improving service delivery based on performance standards. ● Prepare periodic reports describing activities as required. ● Attend trainings, workshops, and/or conferences with governmental counterparts and assist in applying best practices gleaned from such activities to the GOs and PCs ● Liaise with the Provincial Coordinator and technical leadership to determine counterpart needs and to develop a strategy to address such needs ● Provide detailed reports on the progress of government counterparts and recommendations for improvements on a quarterly basis; ● Support monitoring and evaluation functions by contributing to success stories, tracking the adoption of new technologies and practices, and seeking anecdotal and quantified descriptions of performance improvements; ● Assist GSP team in developing the quarterly action plan based on the annual work plan. ● Complete project goals congruent with project work plan. ● Other tasks as assigned by supervisor and GSP management Skills ● A degree in public health, hospital or Primary health care administration, public administration or other related diploma;; ● Minimum five (5) years’ experience in health, local governance, or related field; ● Three years’ experience with a USAID-funded project or similar international organization preferred; ● Experience in government or civil society, ideally providing insight into issues of local-level service delivery ● Well-developed work disciplines: commitment; productivity; initiative; organization; timeliness; and reliability; ● Ability to work independently and in a team ● Previous experience in Iraq with high level government officials preferred; ● Must reside within the relevant province with ability to travel to other provinces; ● Strong organizational and prioritization skills; ● Strong interpersonal and written communication skills; ● Strong communications and presentation skills; ● Knowledge of standard computer software (MS word, excel, Power Point); ● Fluency in written and spoken Arabic and English. ● The applicant should send an updated resume, with a cover letter, reflecting his/her experience and skills in the field of work for the position s/he applied. ● Please, mention in the subject line of the e-mail, the name of the position that you are applying for.
