Promoting host country ownership through a learning agenda: Last week, the Civil Service Minister (Secretaría de la Función Pública) hosted a presentation of an evaluation of USAID’s efforts to strengthen the Civil Service Secretariat and improve human resources management in key public institutions. The evaluation findings included: the importance of the Civil Service Secretariat serving as a model for other ministries by ensuring robust human resources management, the need for increased coordination and linkages between the Secretariat and the Ministry of Finance, and the role of external communications in generating citizen demand for civil service reforms. Although the evaluation focused primarily on USAID interventions, the presentation was an opportunity to reflect on the status of civil service more broadly, discuss lessons learned, and assist the Secretariat in its efforts to prioritize future actions.
