Psalm 11 - the phrase If the foundations are destroyed, what shall the righteous do? is frequently quoted these days. This is usually quoted to reinforce the need to preserve a Christian culture, else disaster strikes, and while that is true in an overall sense, I believe it is also out of context. It usually comes across as a lament for the state of affairs we find ourselves in, and sounds rather despairing. If Psalm 11 is read carefully, David is making the statement that God is his refuge and his strength, so how can we say Flee the danger around us - how do we survive or accomplish anything, if the foundations are destroyed? This is probably well-meant advice, to David, from friends urging him to flee from Saul. It is well meant, but it is also incorrect. David answers with a bit of a rebuke. David sees the advice for the well-intended, but incorrect advice that it is, and clearly states that God sees all, God is in control of all, and God acts. There is no need to run from the wicked, as ultimately God deals with the wicked. He also rewards the righteous, as righteous deeds are pleasing to him.
