QCPD nabs fire officer inflagrante for extort try Quezon City Police District (QCPD) Director PCSUPT RICHARD A ALBANO announced the arrest of a fire officer in an entrapment operation yesterday (October 3) at about 10:30 AM after extorting PhP10,000 from a building contractor in a fast food chain at Barangay Bahay Toro, Quezon City. Fire Officer 2 DEMY MORALIT y BULUSAN, 33 years old, married, and member of Masambong Fire Station, Brgy. Masambong, Quezon City , was caught red-handed after receiving said amount from operatives of the Talipapa Police Station (PS 3). Complainant ELIAS SANTOS y NARCISO, a building contractor and one of the owners of Greenwall Construction Company told PS-3 investigators that earlier, he tasked his staff, Engineer Ronald Lalu to proceed to the QC Engineering Office at the City Hall to file a Fire Safety Certification and Occupancy Permit for a building that they had contracted to build. At the Engineering Office, Lalu was advised to go to the Fire Department, so he proceeded to the Bureau of Jail Management and Penology building where the Bureau of Fire Proctection was located. Moralit, the BFP assigned inspector met Engr. Lalu and told the latter that he must give Php 1,800.00 to facilitate the processing of the documents. Lalu wanted that the processing be expedited so he offered Php 3, 000.00, but for reason of his own, Moralit refused the offer and instead demanded a hefty Php 20, 000.00. Lalu told Moralit that he can’t produce the amount immediately as he has to inform first his boss. They agreed to keep in touch through text and for the possible release of the amount demanded. When Lalu informed Santos of Moralit’s demand, the latter already had the suspicion that Moralit wanted to extort them. Santos and Lalu were able to set a meeting with Moralit at a fast food in Road 20, Brgy. Bahay Toro, Quezon City and immediately reported the matter to the PS 3 for police assistance. PSUPT MICHAEL B MACAPAGAL, Commander PS-3 immediately planned an entrapment operation and the very place Lalu and Moralit were to meet. As Lalu handed over the demanded amount, the police immediately collared Moralit. Recovered/seized from Moralit were the marked money amounting Php10, 000.00, a Motorola handheld radio, an Isuzu multi-cab (colored yellow with plate number SFT 605) believed to be BJMP official vehicle and assorted keys. The suspect was released to the custody of his superior officer, Fire Inspector Enrique Mirando due to the failure of the complainant to appear for investigation and to formally file his complaint. General Albano commended the PS-3 personnel for their quick response and said that the QCPD will not allow this unscrupulous act of some government employees in deference to City Mayor Herbert Bautista’s advocacy for a red tape, corruption-free Quezon City.
