QUESTIONS FOR LOK SABHA – SENT JULY 14, 2014 Will the Minister of SCIENCE AND TECHNOLOGY, be pleased to state: a) Whether there is a program to bring top Indian scientists and technologists working abroad back to work in Indian research institutes, particularly on mining and environmental topics; b) which research institutes will participate in this program and how prepared are they to host world-class scientists and technologists; c) if so, how will facilities and compensation in India match global standards; and d) the funds set aside for such a program? Will the PRIME MINISTER, be pleased to state: a) The number of IAS and IPS officers sanctioned for Jharkhand State cadre as on date; b) the number of posts laying vacant and the steps being taken to fill up the vacancies; c) the number of IAS and IPS officers who belong to Jharkhand State cadre working in other states; d) whether such officers continue to work in the States of their choice despite the instructions issued by the courts and the Central Administrative Tribunals in this regard; and e) if so, the details thereof and the action proposed to be taken by the Government in this regard? Will the Minister for HUMAN RESOURCES DEVELOPMENT, be pleased to state: a) Whether the Government has benchmarked India’s top universities to China’s and USA’s top universities; b) if so, what quantifiable metrics have been used for benchmarking these universities; c) what are the ways in which Indian universities lag Chinese and USA universities; and d) what time-bound steps are being taken to close these gaps? Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY, be pleased to state: a) Whether we are using Chinese and USA telecom equipment across our wireless and wired telecom networks; b) if so, the details thereof and the reasons therefor; c) what safeguards are in place to prevent cyber snooping and backdoor monitoring of Indian telecom traffic; d) if so, the details thereof; and e) the manner in which the Government proposes to address these cyber snooping problems going forward? Will the Minister for ENVIRONMENT, be pleased to state: a) Whether there is hard scientific evidence that Monsoon patterns are changing across India, particularly in Hazaribagh and Ramgarh districts in Jharkhand; b) if so, what types of changes in rainfall patterns might we expect; c) what implications does this have for water harvesting and irrigation; and d) how much will mitigation measures cost farmers in Hazaribagh and Ramgarh districts? Will the Minister for URBAN DEVELOPMENT, be pleased to state: a) Whether there is an objective process to select the hundred smart cities that are being developed across India; b) if so, whether any cities in Hazaribagh and Ramgarh district will be considered; c) what objective criteria will be applied to select these cities; and d) what should local administration in Hazaribagh and Ramgarh districts do to prepare themselves for this selection process? Will the Minister for URBAN DEVELOPMENT, be pleased to state: a) Whether there are recommended systems for managing solid waste in cities with populations under 10 lakhs; b) if so, what the economics of such solid waste management systems? c) how can these systems be best implemented; and d) what assistance does the Government provide smaller municipalities in implementing these systems? Will the Minister for DEFENCE, be pleased to state: a) Whether there is an objective process to convert cantonment land into a full-fledged municipality in fast-growing urban areas such as Ramgarh town in Jharkhand; b) if so, how does this process work? and c) what is the best way to get this implemented for Ramgarh town? Will the Minister for MICRO, SMALL, AND MEDIUM ENTREPRISES, be pleased to state: a) Whether there has been a systematic study of the challenges facing India’s angel investors, particularly in Jharkhand; b) if so, what are the major barriers to scaling up angel investing to USA levels? and c) what steps are being undertaken to achieve these levels? Will the Minister for MICRO, SMALL, AND MEDIUM ENTREPRISES, be pleased to state: a) the steps/processes required to exit a business, particularly in Jharkhand; b) how do these steps differ across various States; c) how do they compare to best practices around the world; and d) what steps are being undertaken by the Government to achieve best-in-world practices? Will the Minister for ROAD TRANSPORT AND HIGHWAYS, be pleased to state: a) the present status of NH 33 construction between Hazaribagh and Grand Trunk Road including the Hazaribagh bypass; b) the funds allocated for the past two years and this fiscal year to this highway; and c) when this highway will be definitively completed? Will the Minister for RAILWAYS, be pleased to state: a) the present status of the Koderma to Ranchi railway line; b) the funds allocated for the past two years and this year for this railway line; and? c) when will this railway line be definitively completed? Will the Minister for RAILWAYS, be pleased to state: a) whether there is an objective process to decide how over and under bridges are selected for construction; b) if so, which over and under bridges have been selected for construction in Hazaribagh and Ramgarh districts in Jharkhand; c) what is the timeline for construction of these over and under bridges in Hazaribagh and Ramgarh districts; and d) what funding has been sanctioned for completing these over and under bridges? Will the Minister for FINANCE, be pleased to state: a) whether the Income Tax Training Center in Hazaribagh district in Jharkhand will be completed; b) if so, when will it be completed and how much funding has been sanctioned for this Training Center; c) how many officers will be trained in this Training Center and how much local employment will be created at this Training Center; and d) what is the recruitment process for local employees at this Tranining Center? Will the Minister for COAL, be pleased to state: a) whether Coal India has compared its resettlement and rehabilitation policies to best practices around the world; b) if so, what are the major gaps relative to global best practice; c) what is Coal India doing to close these major gaps; d) does Coal India have the necessary staff, training, and processes to be able to deliver at best practice levels; and e) if not, how will these capabilities be built or acquired?
