Quail Run Condominium Association Board of Directors Regularly Scheduled Meeting September 12, 2013, 7:00 PM Northdale Recreation Center The Board of Directors for Quail Run Condominium Association met Thursday, September 12, 2013, at 7:00 PM at the Northdale Recreation Center. Those present were Ms. Marie Munsch, Ms. Grace Olszewski, Ms. Yvonne Reed, and Ms. Linda McMurray. Also present was Mrs. Beverley Baldwin, Association Manager. CALL TO ORDER: 1 The Meeting was called to order at 7:05 PM. 2 Quorum of board members was verified. 3 Proof of notice of meeting was verified. 4 Minutes of the August 8, 2013 meeting, were read and approved. REPORTS OF OFFICERS AND COMMITTEES: 1. Treasurer’s report: Ms. Reed reviewed the August financial reports. 2. It was noted that expenses for legal activities were low this month, and utility costs were also relatively low. 3. Also discussed was the high cost of maintaining termite guarantees following the first year of treatment. It was generally agreed that some of these long term guarantees might not be necessary, following successful initial treatments. 4. There is continued improvement in the deficit of the reserves as a result of more units that owe back fees being sold. 5. Rentals/Sales applications: None. 6. Alteration applications: None 7. Violations: None UNFINISHED BUSINESS: 1. Green Bandit/Homeowner Update: Homeowner has continued to interfere with landscape crew in area near her building, preventing trimming of hedges and edging of sidewalks. Will be sent warning letter of pending legal action. 2. Mansards: Lower bid is from Ryman Roofing Company. Bev will obtain references for company. Motion was made to accept their bid and obtain contract for mansards on three buildings, pending board review of references obtained. Marie Munsch, First. Yvonne Reed, Second. Passed Unanimously 3. Landscaping-Island Update: The tree in the west-side island has been removed. Plants will be ordered as per designs from Green Bandit and then volunteers will be needed to unload plants from delivery truck and to plant. Grace will keep everyone informed of schedule. 4. Web Site Training for Board Members: Board members would like to receive training for new web site at: quailruntampa so that they may access Board-only features. Members may come to Wise office at their convenience to receive training. 5. Painting of Parking Stops: Parking Lot Services has scheduled three days to complete repainting and replacement of parking stops: Monday September 23 through Wednesday September 25. Linda will oversee for the board. NEW BUSINESS: Parking Stickers: While registration of resident cars and the issuing of parking permit stickers/hang tags would seem like a good idea for security and enforcement of regulations, the cost and process of monitoring might be prohibitive and time consuming. Agreed to resume discussion at next meeting. Annual Meeting: The Annual Meeting of Quail Run Condominium Association, Inc. will be November 14, 2013 at the Northdale Recreation Center, at 7 pm. The letters to homeowners giving first notice of the election of directors, will be mailed September 13. Pool Deck Cleaning: Pool deck has now been power washed. There are areas where it is stained, bringing up questions concerning whether or not those areas can be cleaned and whether or not it should be sealed to reduce the need for future cleaning. DISCUSSION FROM RESIDENTS ON AGENDA ITEMS ONLY (3 MINUTES PER PERSON): 1. Question was raised about how to prevent cars from parking in no parking zone near entrance. School bus stop delivery and pickup of students by non-residents is resulting in unsafe blocking of views for drivers entering and exiting. Additional lines will be painted in area by paving company and law enforcement may be needed to monitor. 2. It was noted that there are some residents who have been washing cars of non-residents in the car wash area. This is not allowed and needs to be limited to residents only. 3. Bev reported receiving an email informing her that an inspection of the spa by the county found problems with the chemical levels, temperature gauge, and missing information on posted sign. Pool servicing company will be informed and corrective actions taken. Sign will be corrected as needed by Yvonne and Linda. 4. Some owners have experienced problems with soffit paint and repairs when home inspections are done prior to sales. These can be addressed by maintenance contractor if reported to property management company. 5. New contract for trash pickup goes into effect on October 1, 2013. New company, Waste Management, will begin pickups on Wed. October 2, but new dumpsters may not arrive for a few weeks. New company will use old dumpsters until new ones are delivered.
