Occasional genital irritation is normal and can be caused by any number of things including diaper irritation, diet, detergents or other chemicals. Our first suggestion is to get into a plain water bath (no soap) for a long soak. You can add a little Epsom salt to the water if you have any. Follow with naked time, maybe repeat again later in the day and he should be looking a whole heck of a lot better. Many parents like to apply a layer of coconut oil to affected areas and that really seems to help. If the condition worsens, there may be a bacterial or fungal infection in need of medical treatment.
