RAPE, in most countries, is a CRIME against the STATE , to protect and give immediate Justice to the Victims and penalize outright the RAPIST. In the Philippines, before RAPE was a Crime against a Person, hence, most victims are afraid to seek Justice which is Long , Costly and Tedious. We did amended the Law when I was a member of Congress to become a Crime against the State, so, any person knowledgeable of the Crime, can file the case in behalf of the Victim.. The difference though, didnt change the SLOW DISPENSATION of JUSTICE, hence, Conviction is still very slow, making no difference as the previous Law.. Justice delayed is still Justice denied the victims!
