RE: Request for letters of Intent We would like to take this opportunity to introduce Veteran’s Recreation & Rehabilitation Center (VRRC). VR&RC is a 501c3 non-profit organization which was founded and operated by veterans who desire to provide activities and supportive services catering to the specific needs of other veterans, not unlike themselves. Veterans need to be around other Veterans. This is where the Veterans feel most secure and accepted. This will provide wrap around services with supportive staff and teaming, designed to lead the Veterans to their successful completion of the program and successful return to the community. This correspondence outlines the complete scope of work including objectives, procedures, identification of responsibilities, and estimated sustainment. Mission: Veterans Recreation & Rehabilitation Centers mission is to provide support and services to underprivileged Veterans and their families by providing housing, job skills training, social, emotional, behavioral, mental health counseling services and recreational activities; and reinvigorate the economy of the local and surrounding communities. Veterans Recreation & Rehabilitation Centers goals and objectives: ■ Goals: • Provide housing for homeless Veterans and their families • Provide job skill training/employment for homeless and unemployed Veterans • Provide behavioral/mental health counseling for Veterans and their family members • Support the local community by increasing business revenue, offering employment opportunities and providing recreational and leisure activities Objectives: • Improve residential stability and the ability to acquire additional job skills • Improve employment opportunities through apprenticeships/hands on training programs • Improve the physical, mental and spiritual well-being of veterans and their family members through counseling services and participation in recreational activities • Improve the economy of the local and surrounding communities and its citizen well-being Implement the Veterans Recreation & Rehabilitation Center Veterans Village Island as a self-supportive program for veterans who have military training, but not civilian certification. Support the civilian contractors who supported our veterans in a hostile environment. Bring all of the former prison shops back to usable, safe and ADA compliant. Restore and maintain the prison to a functional safe status. Install solar panels and generators’ to supplement the power needs, certification includes implementation and setup, training, conversion assistance, and post-conversion support of the island and surrounding housing, social services, and import master modules. Provide professional assistance related to these new systems and coordinating personnel skill, effort, and willingness to work as a team. SCOPE OF SERVICES 1. Procedures a. Assist in project planning and implementation of training for veterans. b. Recommend steps required to successfully install the new system and assist in assembling setup information and accounting data used in the implementation process. c. In 1934 the Federal Farm Camp (North Complex) Establish specifications for the farm for veterans to farmers will be able to provide for itself by raising vegetables, fruit, chickens, eggs, pork, beef, and milk. We plan to continue this practice with training our veterans who wish to become or return to farming. d. Establish schedules for training and support programs. (Note: Veterans Recreation and Rehabilitation Center has applied for work, farming and sponsorship funds. Minor modifications will need to be completed for ADA requirements for staff and visitors.) e. Development of National Veterans Village Coalition base in California, Colorado and Washington f. Open a School for grades K-8. We have an administration with years of teaching and administrative credentials. g. Dry-dock and dock areas will be made to ADA compliance. Recreational support for visitor and residents with; crabbing, shrimping, fresh and salt water fishing, whale watching tours and a Veterans Village for other veterans to relax h. Involve community organizations to support the region and Washington State’s economy 2. Training and Testing a. Work with our agriculture and farming representatives, area farmers and WorkSource staff during installation and implementation to help veterans gain a general understanding of the agriculture and farming systems and responsibilities. b. Train in the areas of transportation, vocational rehabilitation, modified training for veterans in need of physical support monthly and year-end reporting procedures, monthly and year-end closing procedures, and periodic back-up procedures. c. Development will add 12 houses, cabin row, Veterans Memorial and a Veterans Village Lodge. The houses will be located in the same areas as the other houses. The lodge will be located on the north Eastern part of the island overlooking Gertrude Island with views from the mouth of the Nisqually River to include Fox Island, Carr Inlet, Ketron Island and Anderson Island. d. Upon completion, we will assure that it is functioning as intended and producing accurate financial reports based on input grant and federal requirements. e. Train staff in all areas tourism of the former federal detention center. 3. Conversion and Post-Conversion Support a. The conversion plan is to have the housing and buildings upgraded and brought to ADA compliance and code. b. Inspect replace/repair all of the docks and dry-dock area for service and operations c. Inspect replace/repair barns and other farm support out buildings d. Check and repair fencing for livestock and farming e. Inspect replace/repair livestock, milking, chicken coops and pig areas f. Inspect replace/repair farm equipment and service support vehicles g. Provide a clean walking path h. Install solar powered services to reduce power costs i. Rewire all buildings in line with solar power units as a backup source j. Inspect replace/repair all concrete building and walkways k. Inspect replace/repair plumbing We are asking for your support in honoring our veterans with a location for a Washington Veterans Village Island. As support for our organization, we will be asking for a support letter of intent for the work and apprentice training. We understand our organization will be held to high standards throughout this lease/sponsorship. We will provide monthly reviews and bi-annual inspections with progress reports of the program, effective six months of occupancy. RESPONSIBILITIES This project demands significant involvement by our accounting personnel. Ultimate success is highly dependent on their effort. To help achieve a smooth and successful implementation, it will be our responsibility to perform the following: 1. Assemble an up-to-date balance and forecasted needs for all accounts for the conversion date. 2. Compile a complete list of all vendors/grants payable, including amounts outstanding (by invoice), addresses, phone numbers, vendor terms, vendor classes (if any), and other necessary vendor/grant information. Total amounts outstanding on the vendor listing should agree with total accounts payable from trial balance. 3. Create a complete list of existing endowments and grants with balances as of the conversion date. 4. Include a copy of the financial statements formats desired by the organization for the balance sheet, income statement, and other financial reports. BENEFITS When the project is complete, our organization will have successfully converted McNeil Island to the Model Veteran Village Integrated Program. Benefits include employment and training, income from tourism as the only former federal and state prison converted to a positive first Veterans Village Island, accurate accounting data, and flexible reporting with a bridge to your sponsorship support. Medical support systems will be on the island with certified Nurse Practitioner, Medical Assistant, trained water rescue and helipad. We are working with organizations to support our program with concerts, Boy and Girl Scout activities to include land navigation, boating, camping and other Merit Badge Activities. We are setting up an alternate route for ferry transportation for inclement weather. CLOSING We appreciate the opportunity to service our veterans and their family needs. After years of research, interviewing veterans, and touring Washington State Veterans Affairs Hospitals, meeting with other veteran non-profit organizations, we have developed our mission. These programs were designed to help our veterans. The Department of Veterans Affairs Eligibility Requirements state, “Compensation benefits require that your disability be service-connected. “You must also have separated or been discharged from service under other than dishonorable conditions.” (Department of Veterans Affairs 38 CFR Book I, Medical) Yet veterans are being denied services and support. Some of our veterans are losing hope and committing suicide because of the waiting list for treatment, support, and services intake. With your support, Veterans Recreation & Rehabilitation Center can and will reduce veteran suicide, serve and support these veterans with housing, counseling, family services, and recreational activities.
