Subject : Lunching FIR under service code rule’s a and b, professional misconduct act 72 ( a ) and under provocation to take the law in hand. Dear Sir, I am registering my FIR against on below mentioned name for not doing there work as per service code of conduct rules a & b, professional misconduct act 72 (1) and provoked a simple citizen to take the law in hand. Dorje ( Secretary of Bodhgaya Temple Management Committee ) (B)Mr. Arbind Singh ( Member of B.T.M.C ) (C)Mrs. Kumud Verma ( Member of B.T.M.C ) (D)Mr. Bhola Mishra ( Member of B.T.M.C ) (E)Sarju Prasad ( Office Bara babu of B.T.M.C ) (F)Jaglal Mishra ( P.R.O of B.T.M.C ) (G)Gajendra Kumar ( Bablu) ( Computer Operator cum Asst. of Secretary ) Officers those who are also accused (H)Bandana Priyashi ( DM cum Chairman of B.T.M.C ) (G)Member Secretary of Advisory Committee. The Commissioner of Magadh Division ( B.T.M.C ) (I)Member of Advisory Committee, The DIG of Magadh Division ( B.T.M.C ) (J)The Principal Home Secretary, Govt. of Bihar. Sir, my issue is negligence of work and discrimination. My fundamental rights protected under section 5 to 22 in the constitution of India as well as responsibility toward nation. My fundamental rights raped by the above mentioned accused. Sir, from the day I take up the issue of Mahabodhi Temple corruption the district administration as well as corrupt intelligence officer and corrupt police never investigate fairly about any issues and after taking money from the opposite parties you people submitted a fake report. For example :- The report of Bodhgaya DSP Raghubans Singh. As soon as I challenged his report 2009 under RTI then your SP office till today hiding. Where is the report of S.I Mr. Dubay De Ji of Bodhgaya Thana ??? Same way the report under RTI about latest FIR dated 16-4-2012 from Bodhgaya police station. I gave evidence of postal document to DIG magadh division about your lie and the FIR was under criminal act then how your Dept. wrote that it is a matter of Bodhgaya temple management committee and it will be shown to Supreme Court about your discrimination. And for sure you will do the same now too. Sir, I applied for documents from Bodhgaya Temple Management Committee dated 30.03.2012 and 09-04-2012. So the question is where is the receiving memo under the law ? Within 30 days they have to reply but reminder after reminder and then after 1st appeal they reply me on dated 14-5-2012 without giving full documents and asked me to give 3 months for rest of the documents. Till to-day 09-12-2012 they are not giving documents even reminder after reminder, phone calls after phone calls !!! Therefore they are guilty under service code rules A & B which is as follows >> No Government servant shall (a) in the performance of his official duties, act in a discourteous manner; (b) in his official dealings with the public or otherwise adopt dilatory tactics or wilfully cause delays in disposal of the work assigned to him. You see the date of my apply 30.03.2012, 09-04-2012 and today is 09-12-2012. Tell me where is the maintain of law ?? They are not telling that they will not give the documents so that I can go for 2nd appeal. Same game they played with Bhante Satyanand and Mamtaj Miya of Bodhgaya. Sir, last time I showed you all the papers where is the main problem that is the corruption which will open up about members of Bodhgaya Temple Management Committee. You asked Bhante Manoj ( Monk ) from BTMC and Sarju Malakar ( Security Guard ) who was envoy from Secretary Mr. Dorje to make me understand about the issue. Please ask them to know the truth. Not only that they also request Mr. Dorje to give my rights. The eye witness of corruption of PRO Jaglal Mishra is Bhante Suresh and he conveyed to IB SP intelligence Mr. Das Ji. The main game is being playing by the Member Arbind Singh along with Other Political members to save their Political career. He is the main culprits along with the staff those who are intentionally playing the game which is supported by Mr. Dorje to save his copy book honesty !!! The corruption is happening with the help of office staff and political members. Why Mr. N.dorje sing all the bills must be the real question ? Why the Chairman the DM of Gaya is sleeping after knowing all ? Why the Commissioner of Magadh Division is sleeping after knowing all and after letter after letters ? Why The Advisory Member DIG of Magadh Division is sleeping after knowing all ? Why the Principal Home Secretary is sleeping after letter after letters ? Therefore supporting the corruption and negligence of work is enough evidence to launch FIR against all the above accused. Sir, my mom is in dying condition and my brother is very weak after his heart attack and paralysis attack for which he can’t take care of my weighty mom ( nearly 90 Kgs ). They are crying for help and asking me to come home to take care of them. I beg to DM, Commissioner, DIG and Secretary N. Dorje to give me the documents and when no one help and give the documents then I went home after one month to serve them. These two helpless lives suffered a lot because I am here at Bodhgaya again after 3 months of serving. Now again my mom is sick and asking me to come home to take care of them. Please .. please some of you come with me to take 1st hand experience. Even DM, Commissioner, DIG, SP and all gaya media people photos of my mom’s condition in their mail. But who cares about people. Sir, simple question is who give them rights to take the law in hand ? Under which law they can do so ? How DM, Commissioner, DIG take the law in hand ? If they have provision to take the law in hand then I have the full rights to take the law in my hand ? Public is the boss as per constitution of India not the public servant. I am the public the boss of the public servant. I am clearly telling you that after this FIR if I don’t get justice then I will take the law in hand after 7 days with the rights as a boss which is protected under constitution section 5 to 22. When the public servant is not doing his duty then the boss ( Public ) has the rights to take the law in hand under self defence act of the constitution. You may say to me that “ Swami Ji go to court when they are not listening ” then my question is give money to go Supreme Court and do the DM, Commissioner, DIG, Secretary of BTMC went to court to take permission for not giving the documents ? If they not then why should I ? Do the DM, Commissioner, DIG, Principal Home Secretary probe the 60 lakhs rupees scam of Toilet Ghotala ? Do they probe how the spire ( Chatri ) of Holy Mahabodhi Temple Changed ? Do they probe how the audit report is in ghotala when the auditor mentioned about it ? Why N. Dorje sing all bills ? Sir, under the constitution of India the country gave every citizen duty to protect the society and his property. These officers are corrupt and that is why they are supporting all the ghotala. The police have duty to stop Ghotala may be he / she is X,Y, Z and you are not doing your duty under the service oath at the time of oath taking ceremony at police academy. May be they are DM or Commissioner or DIG or any IAS but you have to take the path of Justice. For example :- Look at Sambhu Prasad Ji the Ex District social welfare officer who wrote the truth and DM IAS JItendra Srivastav was asked to go for leave by the Bihar govt. Sir, clearly I am telling that I will take the law in hand if you failed to give justice within 7 days after receiving it. I will hammer like hell on N. Dorje, Arbind Singh and office staff of BTMC who is the player to rape my fundamental rights. If you touch me then you have to touch every one. I know well how the Bihar govt. officers are planning to frame charges against me to save their skin in this crisis because after all the case is going to be in Supreme Court which can not be managed.
