RUE DOCTRIN: Establish a national flat sales tax of 25%. 17% of this will be allotted to the federal government and 8% divided among the state governments per capita. State and federal governments must establish annual budgets at the beginning of each fiscal year. State and federal governments must spend within that annual budget. Deficit spending will be illegal with the exception of national disaster, sever crises or when our country is threatened. There will no longer be an income tax, capital gains tax, death tax, corporate tax, marriage penalty tax, sin tax or gift tax. State and federal governments may not put in place any additional sales taxes above the 25% rate. The IRS shall be eliminated. Eliminate all state and federal subsidies. Both the department of energy and the department of education shall be eliminated. All schools must be privatized with state/federal vouchers being allotted. Eliminate all funding to the N.E.A. and public broadcasting. State and federal governments may never force a citizen to buy any good or service other than that of infrastructure and national defense. Term limits will be installed. True immigration reform will be legislated only after our borders have been secured. True welfare reform must be legislated at the state and federal level. Valid picture identification will be required in order to vote. National E-verify for all employment. Heavy fines for employers who hire illegal aliens. All welfare recipients will submit to mandatory random drug testing. Establish a network of insurance companies for across state border purchase. Establish uniform, national healthcare laws to facilitate across state border heath insurance sales. Insurance companies may no longer discriminate due to preexisting conditions or install life time caps. Establish real tort reform. Incentives shall be put in place to encourage US businesses and corporations to keep production within our country and to discourage outsourcing. No one shall be forced to joined a labor union as a term of employment.
