Re: Henderson Highway Construction I received bad news yesterday that the construction of the northbound lanes of Henderson Highway between McLeod and Springfield will NOT be completed until the 2015 construction season. As soon as the project was contemplated I sought assurances that the work would be done this year. Shortly after Materials Management awarded the project, I ran into the owner of the company doing the project at a restaurant in Grand Forks and stressed to him the importance of getting the work done this season. As the start-up on the work continued to be delayed, I continued to ask both our staff and our external project consultant for assurances the work would be done. Continually I was assured it would be. Late Monday afternoon I received a call from Public Works with a request from the contractor to extend the hours of construction for the remainder of this week (Wednesday-Friday) to reduce Henderson to one lane northbound through the PM rush hour so that work could be completed. Despite granting this request, recognizing the additional hardship it would cause, I felt it was just better to get it done. Yesterday I was informed that despite granting this request, the project would not be completed this week. Angry wouldn’t start to describe my feelings on how this project has rolled out. I am considering all sorts of options on ways to ensure something like this doesn’t happen again and will be looking at ways to improve our processes. Having seen much larger projects, specifically the Chief Peguis Trail Extension and the Disraeli Freeway (which the company doing Henderson was involved with), occur on budget and on schedule, this was a major let down. I have been assured by our staff that the company doing the work is on the hook for temporarily making all three lanes of Henderson open and safe. Any damage caused over the winter, including potential additional concrete joint work, will be at their expense, in addition to other penalties in their contract. Again, I’m sorry to be the bearer of this bad news and I will update everyone, as I know more. Sincerely, Jeff Browaty
