Re-Inventing Telangana Telangana Chief minister – Sri K. Chandrasekhar Rao addressed a workshop of ministers, secretaries, head of departments (HoDs) and district officials said he will Reinvent Telangana to proliferate 39 percent of urbanization to 50 percent. The conference was held at Marri Chenna Reddy Human Resource Development Center, Hyderabad. The minister talked about a new approach “Bottom – Up” for the development of the newly formed state and strengthening panchayats and municipalities. The speech was given for about three hours, where he wanted to re-invent policy making and re-orienting policies, and the commissioned officials and public listened in spellbound attention. This conference was named as ‘Nava Telangana Samalochana’ where people and professionals from all over Telangana came in to listen CM’s ideas in reinventing the new state. This is an ambitious exercise from KCR to develop the state; one can assume the blueprint of Telangana, after listening to the words spoken by KCR. He wanted the public to have patience in rebuilding every department of the state and achieve the goals step by step. KCR extempore speech touched on developing various sectors related to the air force, irrigation, panchayats, municipalities, Village level plans, water storage, illegal construction, satellite towns, two-bedroom flats, land encroachments, Power, Welfare, Housing, Forestry and garbage dumping yards. Mr Rao stressed more on the requirement of two airports in the state, one near Shamirpet and Jawaharnagar and the other at Ghatkesar and Keesar, this was made the primary topic of the conference because, as the development of proposed Information Technology Investment Region (ITIR), the city’s population will be increased from 9.4 million to about 30 million, officials have been informed to prepare an international standard plan for Hyderabad with two airports. He also said the central government would spend Rs. 6000 crore to 10,000 for the development of ITIR. If this project gets started it’s expected to attract investment of Rs. 2.13 lakh crores. Mr. Rao stressed on rapid rail and metro connectivity, another outer ring road and Satellite Township in 100km radius, with all this in place Telangana will become a best urbanized state in India and mutually helping employment in the state. “In the coming days we need hundreds of flights. Hyderabad has the advantage. It has the potential to become a hub between east and west. The city can absorb any number of airports,” he said. The new Bottom-Up approach could be a strategy followed by the KCR and his government in approaching every problem from the root. They have decided to start resolving problems from village level to state level, first the farmers and then the IT, the TRS government pointed out about previous government and there Up-Bottom level plan which was theoretically wrong. KCR also stated that Telangana Government has done nothing in the past one month and will do nothing next month, as he wanted to execute plans with patience and nothing to hurry and panic. The state development strategies will be formulated from higher ranking civil services to lower level officials. Mr Rao necessarily emphasized on careful planning of the city and didn’t want any schemes with ambiguity. He took examples of previous government and how they have adapted to swallow funds using housing schemes, the schemes had no beneficiaries but houses shown as built. Dr Arup Ray Choudhary agreed to the power plant proposal at Ramagndam. He has accepted to provide 4,000 mw power to Telangan have no more power shortages. KCR insisted on having a new industrial and land policy, which will help industrial growth in Hyderabad and other locations in Telangana. The government has 35 lakh acres of vacant land, of which 2.20 lakh acres can be used immediately for industries all over Telangana. He also spoke about his constituency Gajwel, where Gajwel is about 50 Kms from Hyderabad and consists of 24,000 acres of land that suites industrial development. Greeting panchayat raj, as huge movement, he complained that it has been divided into department and sectors in the recent past, its significant to revitalize the spirit of panchayat raj as it is important to restore the concept of local and self governance model. He also said it is preposterous to compare the development of Telangana with that of AP and Telangana government will adopt ‘zero tolerance’ to corruption. On the other side Telangan government has ordered to demolish building constructions which are illegal and unauthorized. Justifying about this issue, Mr Rao said, we are against the illegal constructions and infringement of government land all over Telangana. The orders have been passed and strict action will be taken, people purchasing or constructing buildings in government lands. Mr. Rao also confirmed that there are 58,000 illegal constructions in Hyderabad alone and will send land grabbers to prison. KCR vision which is the new Telangana agenda for the coming five years incorporates putting an end to the renovation of Hussainsagar, revitalization of Musi development apart from setting up a dumping ground in each village. Mr Rao announced that the Irrigation of Telangana is suffering badly, with the destruction of tanks the state has lost about 200 tmc ft water storage. KCR asked the irrigation officials to revivify all the tanks on a war footing. He promised to construct Itchampally project, which is in Karimnagar district.The expansion of KCR’s cabinet will be finished by the end of the this month along with the establishment of a state advisory council with connoisseurs from various walks of life to assist and guide the government. Anil Dhirubhai Ambani, chairman of Reliance Group, requested the chief minister of Telangana and reportedly has shown interest in investing in the newly created state. The group articulated its will to empower in power generation, infrastructure, industry and the media, according to a statement from the office of chief minister. Major Features Discussed:Policy Making: • ITIR Information Technology Investment Region is an upcoming IT Investment region jointly developed by the Government of India and Government of Telangana. TRS is more on to vastly increase the development of ITIR, The City will spread out threefold once ITIR completes; Law & Order won’t be negotiated at any cost. Hyderabad would be developed as a world class city with another outer ring road in a radius of 100 KM from the city. The concept of urban planning will be prepared to make satellite townships which are independent of larger metropolitan areas, with the stipulation of necessary amenities, de-congestion of traffic and maintenance of law and order. New industries are planned to be launched beyond ORR (Outer Ring Road) will be constructed within 60-70 kms away. KCR promised 100% irrigation in Telangana, All 26 Irrigation Projects will be Completed in 2 Years, Government will ensure to get 1200 TMC waters from krishna and godavari. The traditional water tanks in Telangana have been destroyed but the other source of water for irrigation comes from Bachawat tribunal in Krishna and Godavari basins. Even in June KCR had a meeting with 100 irrigation engineers of Telangana, where he addressed them to finish the current projects and start new projects in July and not to worry about the funds. Development of industries will happen in 2.20 lakh acres of land available to the government. The city of Hyderabad will become a center like Silicon Valley software and hardware as a hub of Shanghai. •10% of water will be allotted for drinking purposes of each new irrigation project. Planting 2.3 billion saplings in next three years. This will increase the green cover of Telangana from 25% to 33% percent. Plantation is one great way to stop global warming, KCR is doing it at the right time, as Chenni has been doing plantation programs every year and helping global warming. Illegal constructions: Demolish any illegal building constructed, overall the city has 58,000, Rao has asked officials to bulldoze illegal buildings, buildings constructed on trespassing government lands, structures on Gurukul Trust lands and prevent further illegal constructions in Hyderabad.A part of the land, 70 acres, had been given to the Ayyappa Cooperative Housing Society, which in turn sold it to several individuals. The AP High Court on June 24, 2009, had directed the government to maintain status quo in regularizing layouts and buildings on the Gurukul Ghatkesar Trust land. The applications for regularization were rejected as the ownership was under a cloud. All those who have misused the housing schemes in 593 villages will be sent to jail. If the housing programme continues like this, thousands of crores of public money will go down the drain. All housing scandals need to be broken and the guilty should be sent to jail. The District Collectors should act tough in this regard,” he directed.The Chief Minister, however, asserted that his government was committed to keeping its promise of building a two-bedroom flat each for the homeless poor.Referring to the civil supplies scheme, he said 1.07 crore ration cards were issued in Telangana whereas the total number of households was just 84 lakh. The Government will spend RS 6,160 crore for dalit welfare •Panchayat Raj System needs a change to address accusation and be responsive. •Agricultural research centres will be set up to cater to every district. •Sugarcane Research Centre in Medak & Turmeric Research center in Nizamabad •The capital will be curved into a “Seed Bowl” of India and the world, as ICRISAT and other seed & crop related companies based in Hyderabad. •In the field of social welfare, the manifesto included TRS scheme Mascot KCR to provide a two-bedroom house for each family of the economically weaker section. •2 new airports in Telangana — one in Keesara location and the other around Shamirpet location. •New laws, new acts, policies and programs in the context of Telangana and no way connected to Andhra Pradesh. •New industrial policy to attract investors. •Create employment opportunities for youth. •To priority for Dalits, STs, BCs and minorities. •Training for all officials and elected representatives like sarpanches, MPPs, ZPTCs to MLCs, MLAs and MPs at APARD, NIRD and MCRHRD. •Weed out all bogus ration cards. KCR has made promises during the elections and this conference after the elections, but few things to reminde of is he did not talk anything about schooling, Child welfare, Hospitals…And many more to discuss. Majority of people from Nalgonda distric are suffering with diseases drinking florid water. People hear are living with this resource from years and we wished the new CM can do some justice for them. Few more issues Telangana should look at: - Fluorinated water problem is only in Nalgonda district which has not been resolved since decades. - In Telangana regions, only few areas cultivate one crop a year and very rarely two crops a year while most of the land doesn’t even cultivate single crop. - 33% of the population in Mahaboobnagar district have left the district for employment to different parts of the state due to draught and majority of them are working as daily labour. - Except Hyderabad and Secundarabad, Telangana has no other developed area or city. - Late Lecturer Jayashankar, who was the vice chancellor of the Kakatiya University, had in a paper stated that it was guaranteed at the time Andhra Pradesh was formed that the levels of inequality in the field of education would be removed entirely. Even today, the literacy rate in Telangana continues to be the lowest. - If you see the number of universities and medical colleges, TG has only 3 colleges in which 2 are present in Hyderabad itself, while rest of AP has around 6. So these kind of preconception lead to uneven education and also development.
