Recently, an actual question became the registration of inheritance, especially for people living in rural areas, as they have problems connected with the absence of notaries in rural areas; officials of local governments are limited in their actions with regard to inheritance registration. Thus, the remoteness of villages from the towns and cities of regional centers, lack of transport links between them, age group of the rural population (mostly elderly) leads to significant cost expenditure in registration of inheritance, often it is impossible to arrange it all, that of course creates certain tension and dissatisfaction between the rural population. Thus, in the opinion of the deputy of Ukraine Grygorii Kaletnik, today the procedure of registration of inheritance is too burdensome and difficult for the residents of rural areas. The process of registration is not regulated legislatively till the end, because it doesn’t provides a closed procedure of registration of inheritance, in its turn it breaks, established by the laws, guarantees of the fact of receiving of the right for inheritance. The statement of this bill proposes to give a right to the heir, who wishes to receive the inheritance, to apply for the adoption and registration of inheritance to the legacy notary through an authorized officer of the village or village council, who is obliged to submit the documents within fifteen days terms to the notary. The notary, in his turn, should make appropriate notarial acts. The introduction of such a procedure of state ownership registration, which is acquired by the way of receiving the inheritance, greatly simplifies in time the registration of the property rights for rural population. It will also lower the cost of technical inventory service, which sometimes exceeds the cost of the property.
