Record of Proceedings Sedgwick Town Board Meeting February 10, 2014 Members Present Alan Otsuka; Peggy Raymond; Jeanie Tarver; Gena Kinoshita; Shirley Salyards, Troy Kinoshita Employees Present: Rhonda Jones/ Town Clerk and Rick Johnson/ Maintenance Guest Present: Lupe Casias/Sedgwick‘s Antique Inn; Bill Bancauck; Peggy Owens; Carol Cross; Brad Henson/Sedgwick’s Alternative Relief; Connie Juhl/Sedgwick Economic Development The Sedgwick Town Board met in regular session at the Town Hall February 10, 2014. A quorum was verified and the meeting was called to order at 6:00pm by Mayor Otsuka. Guests Lupe and Bill ask the Board’s permission to have a car show on Main Avenue. The event would be held September 20, 2014 from 10:00 A.M. to 4:00 P.M. The Board said that was fine. Lupe will get appropriate insurance coverage for the car show. Connie Juhl reported 33 businesses benefited and 300 tickets were sold in the Pay-it Forward Project. She asked the board for a donation for SCED. Jeanie moved to donate $300.00 to SCED. Peggy seconded the motion. Roll call vote; motioned carried. Jeanie-Yes Shirley-Yes Gena-Yes Peggy-Yes Troy-Yes Maintenance/Water /Sewer Rick said it has been too cold to take the Christmas lights down but would try and get that done next week. Rick reported the diesel has jelled up and has had trouble getting things started in the cold but said he is getting things worked out. Minutes Jeanie moved to approve the minutes from January 9, 2014 meeting. Gena seconded the motion. Voice vote; motioned carried. A date was found wrong on the minutes. Jeanie repealed her last motion and moved to approve the minutes from January 9, 2014 meeting as corrected. Gena seconded the motion. Voice vote; motioned carried. Financial/Pay Bills Shirley moved to pay the bills. Jeanie seconded the motion. Roll call vote; motioned carried. Jeanie-Yes Shirley-Yes Gena-Yes Peggy-Yes Troy-yes Shirley looked at the financials from last month and from the months she was absent and everything was fine. Old Business Ordinance #01-2014 was introduced and discussed. This ordinance would impose an occupation tax on retail marijuana. Melinda Culley the Town’s attorney was called to ask if she could add an occupation tax on the sale of wholesale cultivated marijuana to the ordinance. Melinda thought it would be best to separate the two ordinances. Melinda will write an Ordinance to have an occupation tax on the sale of cultivation retail marijuana. The board decided to have a special meeting on Wednesday February 12th so this Ordinance could make the deadlines for the April 1st election. Gena moved to set an occupation tax at a rate of $5.00 per sale on retail marijuana stores. Troy seconded the motion. Roll call vote; motioned carried. Jeanie-Yes Shirley-Yes Gena-Yes Peggy-Yes Troy-yes Troy moved to set the maximum amount of tax increase at $1,000,000.00 for the first fiscal year on retail marijuana stores. Jeanie seconded the motion. Roll call vote; motioned carried. Jeanie-Yes Shirley-Yes Gena-Yes Peggy-Yes Troy-yes Gena moved adopt Ordinance 01-2014. Jennie seconded the motion. Voice vote; motioned carried. An ordinance drafted with comments from the Town’s attorney regulating the sale of retail marijuana was given to the Mayor and Board Members for review and will be introduce at another meeting. New Business The Board received a letter requesting the Board to forgive $600.00 in utilities. The Board discussed the letter and thinks the fees should not be forgiven as many customers struggle to pay utilities and the Town cannot afford to forgive fees to all customers. Mayor Otsuka said he received the same letter at his home address and he wrote the customer back. Jeanie moved to adjourn the meeting. Peggy seconded the motion. Voice vote; motioned carried. Meeting adjourned.
