Referendum Debate. Senators want a referendum to increase the budget allocation to the counties from the current 15% to 40% and CORD wants to join in and change the system from the current presidential to a parliamentary system.We went for elections in 2002 and later did a referendum in 2005 which failed miserably and again went for the chaotic elections in 2007 only to end up with another referendum some years later.We just coming from another elections and now the referendum euphoria is back. Do you think Kenya needs another referendum on the constitution now???.
