Referendum to allow retail stores to set their own hours in - TopicsExpress

Referendum to allow retail stores to set their own hours in Sudbury was voted in favor by roughly 75%. This was contingent on a 50% voter turnout, which we met, but apparently since not everyone voted on the referendum it is not binding. In my understanding, an incomplete ballot still counts for the votes that were cast. A spoiled ballot still counts, hence the significance of spoiling the ballot. Therefore, the referendum should be read as 75% in favor, even if a majority of votes were submitted with drawings of big dicks in place of candidate nominations. Ill be waiting for Council to give a damn good explanation for all of this.
