Regarding Nevada standoff: The Feds should have went to the state for their money. The Federal Gov used eminent domain to obtain the land for NO viable reasoning. He was paying the state and he NO contract with the Federal Gov beyond and past the original contracts under state regulations. Thus from a pure legal perspective, the state took the taxes (fees) and did not forward. He subsequently stoped paying as the state contract expired with land transfer. The fed govt had an absolute OBLIGATION to set a new contract or post the land as not for public use. Their neglect does not entitle them to move on their own without a contract or written fee/proposal. - Michael Brown.
