Regional Discrimination by JKSCCC Exposed. JKSCCC Functioning and its Recruitment Policy in Suspicion. KATHUA, AUG. 23: The State government always boasts that all the three regions of J&K State is being developed equally and government of J&K State is paying equal attention towards all the three regions, but it seems that these are mere slogans, just to woo the citizens of J&K. In reality the picture is entirely different. A recently filed RTI by JKPP (S) president, Mr. Sushant Bakshi revealed some shocking facts which are as follows. Out of the 118 employees recruited by JKSCCC, none belongs to Jammu region except four of them, which too are Kashmiri migrants. Now a question arises that in such a situation when there is no Jammu and Leh based senior officer in JKSCCC, what would be the fate of projects which are planned to be commissioned either at Jammu or Leh? Can Jammu Gandola project ever see the light of day in near future? The answer obviously might be NO because there is no focus on this project in the absence of local management. Also, JKSCCC even failed to safeguard the interest of common Kashmiri and employed their near and dear ones in the corporation. It is a clear case of regional discrimination by government department. It looks like our state government has turned blind eye over the functioning of Jammu Kashmir State Cable Car Corporation (JKSCCC). As per the information provided by JKSCCC, amount spent on account of salary and wages including C.P. Fund in 2009-10 was Rs. 1.47 crores which increased exponentially to Rs. 5.35 crores by the year 2013-14 i.e. a hike of almost 365% within a span of 5 years. JKPP (S) is of the view that it is very difficult to digest such sharp increase in wages even when there is no significant increase in their operations. How they will justify such unproductive expenditure is a big question mark. While carefully going through the documents supplied by JKSCCC, JKPP (S) noticed that there is no accountability in JKSCCC. The main beneficiaries of advertisement is only Big 92.7 FM (local circle) and handful of local magazines while there is no promotion done through some of the reputed publications not even in leading and widely circulated dailies like Daily Excelsior and Greater Kashmir. Mr. Bakshi said that “It is a matter of great surprise and shock that JKSCCC is only awarding a handful of people, misusing its advertising funds. JKSCCC is paying in lakhs every year to Big 92.7 FM towards the cost of advertisement but JKPP(S) smells some foul play here. How the release of advertisement in Big 92.7 FM fulfills the purpose of JKSCCC? Big 92.7 FM (local circle) is being enjoyed by locals and might not by a majority tourists and also the tariff of Big 92.7 FM is much higher than local dailies. So it practically makes no sense to select this as advertising medium unless there is any vested interest by JKSCCC. Moreover, prior to 2012-2013, the payment was being made to Big 92.7 FM directly while in the year 2013-14, the payment of Rs. 7.41 Lakh was routed through an agency, Maple Network Big 92.7 FM. Not only this, there is one more major beneficiary who has been given most benefit by JKSCCC and that is M/s Professional Images, Srinagar who has cornered almost Rs. 31.07 Lakhs on the pretext of advertisements and Rs. 22.97 Lakhs on the pretext of supply of calendars and brochures. Looks like there is a dubious role of JKSCCC employees in this as Why just only professional images is being considered for the last more than five years and no other company or local youth of Srinagar or Jammu engaged in same profession was considered by JKSCCC is a million dollar question. JKPP (S) strongly believe that there should be an audit done by a high level committee on JKSCCC performance which should ask about the return on the investment done through advertising funds and what is the rationale behind awarding advertising contracts to only select parties? It is very shameful and a matter of grave concern that those who considered themselves as the representatives of public & those who always boasts of having transparency in the working of their government, not only failed to keep an eye on the working of this corporation but also failed to check the reins on the employees also and due to this reason this corporation is today so mismanaged and in such a bad shape. Whenever you visit corporation office at Srinagar, mostly you will find the top functionary either remain absent or attending their office once in a blue moon”. JKPP (S) strongly believes that all our regions need cable car projects to boost tourism and any delay in such critical project is a roadblock in the overall development of our regions. It is the need of the hour that for effective management and accountability JKSCCC should have two divisions on the same pattern like tourism which has two directors, one belonging to Jammu and other to Kashmir. Also, there should be regular audit done to ensure accountability of the concerned person.
