Regularization of adhoc, contractual employees deferred till March 2015 The state government has extended the date for regularization of the left out adhoc and contractual employees up to March 2015. The bill demanding amendment to Jammu and Kashmir Civil Services (Special Provisions) Act, 2010 was presented for consideration in the House by the Minister for Finance, Abdur Rahim Rather. “The issue of adhoc and contractual employees was a big one. As the government addressed it, it has extended the time for the departments to submit the particulars of the concerned employees,” said Rather. However, he said it would be the last time for extending the deadline. According to the bill, the final date of regularization of adhoc and contractual employees would be closed on March 31, 2015. However, senior PDP leader Nizam-ud-Din Bhat moved the amendment proposing to replace extension of the date from March 31, 2015 by March, 2016. “Due to lapses again and again, the time has been increased but it is not sufficient since there are many cases,” Bhat said. Questioning the “empowered committees” directed by the government in this matter, Bhat said the rules were “ultra vires” since the concerning department had no authority. Rather in response said that the departments had failed in submitting the particulars of the individuals. “It is not a difficult task to have the particulars of your employees. But anybody found playing with the career of an individual would be taken to task,” Rather said. Although he mentioned that the government had succeeded in bringing the change. Rather said there needed to be a uniform law but empowered committees are doing their job well. “Nobody can be the judge of his own cause,” Rather responded. Speaker Mubarak Gul passed the bill after holding a voice vote.
