Relevant departments, branches and localities should re-examine the entire means and forces to proactively prevent and control the storm. Provincial Peoples Committee Chairman Nguyen Manh Hien inspects the readiness for drainage at Hiep Le pump station (Ninh Giang) Mr. Nguyen Manh Hien, Deputy Secretary of the Hai Duong provincial Party Committee, Chairman of the provincial People’s Committee, on the morning of July 18 inspected the prevention and control of floods and storms in the districts of Tu Ky and Ninh Giang. In the face of complicated developments of storm No. 2, the provincial Steering Board for Flood and Storm Prevention and Control, Search, and Rescue has proactively implemented responding plans, mainly focusing on the plan for prevention of field waterlogging and city inundation. To date, all drainage pump stations have been given a trial run and ready to operate at the highest capacity for timely drainage pumping. Water has been pumped out of the entire axial river system. Areas of rice seedlings yet to be transplanted and redundant, spare rice seedlings have been zoned for protection. The localities have proactively prepared sufficient short-day rice varieties, vegetable and crop varieties in case of re-cultivation; checked the entire dyke system, especially important positions, to have specific protection plans; and realized key protection plans in accordance with the “four on-the-spot” plan. Chairman of the provincial People’s Committee Nguyen Manh Hien required departments, branches, and the localities not to be neglectful and subjective in the face of complicated developments of storm No. 2. Relevant departments, branches and the authorities of the localities should re-examine the entire means and forces to proactively prevent and control the storm; develop a detailed, specific, and clear plan for storm prevention and control; maintain the regime of round-the-clock watches, promptly and sufficiently report the developments of the storm to the Steering Board for Flood and Storm Prevention and Control, Search, and Rescue to have timely responding plans. Adequate preparation of manpower and material resources under the “four on-the-spot” motto is needed to be ready to deal with emergencies. The Hai Duong Newspaper and the provincial Radio and Television Station should follow up the developments of storm No. 2 and actively carry out propaganda so that people will be fully aware and proactively prevent, control, and mitigate the damage caused by storm No. 2. According to the provincial Hydro-meteorological Center, a medium and huge flood wave is likely to appear on the systems of the Hong and Thai Binh rivers from July 19 – 22 with flood amplitudes of 4 – 6 m in upstream areas, 2 – 4 m in downstream areas. The water levels in the rivers in the province will be higher. The water levels in the Thai Binh river’s upstream areas may reach the second or third alarm level, or higher than the third alarm level in some places; the water level in the downstream area in Pha Lai is likely to exceed the first alarm level (4 – 4.5 m). Tide crests in downstream rivers, such as Gua, Kinh Mon, and Rang, will rise high because of floods plus high tides. (HaiDuongnews)
