Remembering Rachel. Two years ago today, Governor Markell and Lieutenant Governor Denn declared Rachel Governor for the Day in the State of Delaware. Governor Rachel and Lieutenant Governor Denn also signed a Statement in Observance, which declared August 4th as Rainbows for Rachel Day. My heart fills with pride, my eyes with tears when I look at the picture of Rachel and Governor Markell as they sat smiling at each other and read the words he penned on the photo "To Governor Rachel. You inspire me. Jack Markell, Governor. Rachel, you inspired me every day we shared life together and you continue to inspire me. I love you and miss you with all my heart. Mommy
